$828 billion to $3 trillion dur<strong>in</strong>g this period. Exports from South to South have <strong>in</strong>creased faster than<br />
exports from South to North, reveal<strong>in</strong>g fur<strong>the</strong>r opportunities <strong>for</strong> develop<strong>in</strong>g countries to engage <strong>in</strong><br />
trad<strong>in</strong>g relationships with one ano<strong>the</strong>r.<br />
South-South trade of creative goods reached nearly $60 billion <strong>in</strong> 2008, tripl<strong>in</strong>g <strong>in</strong> six years. This<br />
represents an astonish<strong>in</strong>g rate of 20 per cent annually; while South export to <strong>the</strong> North has been<br />
grow<strong>in</strong>g at an impressive, but relatively slower, annual rate of 10.5 per cent. For develop<strong>in</strong>g countries,<br />
art crafts are <strong>the</strong> most important creative goods, account<strong>in</strong>g <strong>for</strong> 65 per cent of <strong>the</strong>se countries' share <strong>in</strong><br />
<strong>the</strong> world market <strong>for</strong> creative <strong>in</strong>dustries.<br />
Mozambique could benefit from <strong>the</strong> trade l<strong>in</strong>ks it has with partners <strong>in</strong> <strong>the</strong> South such as Asia-Pacific,<br />
Lat<strong>in</strong> America and <strong>the</strong> Caribbean and with<strong>in</strong> Africa. It should also take advantage of <strong>the</strong> numerous<br />
cooperation agreements established while streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> creative sectors by tailor<strong>in</strong>g policies to<br />
enhance <strong>the</strong>ir creative <strong>in</strong>dustries and <strong>the</strong> competitiveness of <strong>the</strong>ir products <strong>in</strong> regional and <strong>in</strong>ternational<br />
markets.<br />

3.7.2 REGIONAL AND INTERNATIONAL AGREEMENTS<br />
All <strong>Creative</strong>s Goods<br />
Mozambique’s <strong>for</strong>eign policy is largely focused on South Africa, <strong>the</strong> SADC, <strong>the</strong> African Union, <strong>the</strong><br />
New Partnership <strong>for</strong> Africa’s <strong>Development</strong> (NEPAD), Western donors and Portugal. The government<br />
has entered regional, multilateral, bilateral and preferential trade agreements.<br />
The country is <strong>in</strong>volved <strong>in</strong> <strong>the</strong> development of <strong>the</strong> cultural and creative <strong>in</strong>dustries at a regional level<br />
through <strong>the</strong> SADC and <strong>the</strong> Nairobi Plan of Action <strong>for</strong> Cultural <strong>Industries</strong> <strong>in</strong> Africa (December 2005)<br />
and NEPAD priorities.<br />
The Mozambican Strategic Plan <strong>for</strong> Culture (PEEC) was written <strong>in</strong> compliance with <strong>the</strong> Charter <strong>for</strong><br />
<strong>the</strong> Cultural Renaissance of Africa of <strong>the</strong> African Union. 81 The PEEC was also written <strong>in</strong> coherence<br />
with <strong>the</strong> Nairobi Plan of Action <strong>for</strong> Cultural <strong>Industries</strong> <strong>in</strong> Africa, <strong>in</strong> particular, <strong>the</strong> objectives to<br />
streng<strong>the</strong>n <strong>the</strong> economic contribution of creative sectors to <strong>the</strong> country’s development. 82 Mozambique<br />
has also taken <strong>in</strong>to account <strong>the</strong> SADC protocol on culture <strong>in</strong> <strong>the</strong> development of <strong>the</strong> creative<br />
<strong>in</strong>dustries. The NEPAD culture priorities are also <strong>in</strong>corporated <strong>in</strong>to <strong>the</strong> PEEC. However, its focus with<br />
respect to <strong>the</strong> creative sectors is on <strong>in</strong>digenous knowledge.<br />
