4.4.4 MUSIC<br />

The music scene <strong>in</strong> Mozambique is extremely vibrant and seems to have potential <strong>for</strong> market<br />

development. For <strong>the</strong> time be<strong>in</strong>g, <strong>the</strong> sector is largely centred on live per<strong>for</strong>mances by <strong>the</strong> musicians as<br />

opposed to recorded sales. The complications <strong>in</strong> terms of rights and benefits <strong>for</strong> <strong>the</strong> creators <strong>in</strong> this<br />

sector are crucial to address issues related to <strong>the</strong> current situation.<br />

There are a few local clubs <strong>in</strong> Maputo where local bands play live on a regular basis. There are also a<br />

number of studios <strong>in</strong> Maputo. An example is Ekaya, a young dynamic company headed by Joao<br />

Schwalbach, 119 that employs five people. The company’s reputation <strong>for</strong> quality work is grow<strong>in</strong>g. Their<br />

primary source of <strong>in</strong>come is from television work and <strong>the</strong> company’s connections to <strong>the</strong> South African<br />

<strong>in</strong>dustry seem fundamental to <strong>the</strong> enterprise.<br />

Ekaya has two activities that could be of particular <strong>in</strong>terest <strong>for</strong> this project. First, <strong>the</strong> company is<br />

plann<strong>in</strong>g on do<strong>in</strong>g a Mozambican version of <strong>the</strong> Cuban Buena Vista Social Club project with<br />

Marrabenta, with a record<strong>in</strong>g. Just as <strong>the</strong> Buena Vista project had an impact on Cuban music exports<br />

<strong>in</strong> <strong>in</strong>ternational markets, <strong>the</strong> Marrabenta project could work <strong>in</strong> <strong>the</strong> same direction <strong>for</strong> Mozambique.<br />

Second, Ekaya is <strong>in</strong>terested <strong>in</strong> start<strong>in</strong>g an <strong>in</strong>ternational music festival <strong>in</strong> Maputo. The <strong>in</strong>tention is to<br />

create a festival with roots music from Mozambique, br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r musicians from <strong>the</strong> different<br />

regions of <strong>the</strong> country, but also to programme <strong>in</strong>ternational musicians <strong>in</strong> that genre, which could<br />

<strong>in</strong>crease <strong>the</strong> visibility of such an event. This is precisely <strong>the</strong> type of event that can create a powerful<br />

stimulation <strong>for</strong> <strong>the</strong> growth of <strong>the</strong> sector <strong>in</strong> terms of artistic exchange, development and visibility.<br />

Action: Local professionals such as this creative entrepreneur should be identified and <strong>in</strong>vited <strong>for</strong><br />

capacity tra<strong>in</strong><strong>in</strong>g <strong>in</strong> terms of bus<strong>in</strong>ess skills.<br />

Possibilities to facilitate network<strong>in</strong>g and partnerships with local and <strong>in</strong>ternational companies could<br />

help to materialize <strong>in</strong>itiatives. In this context, UNCTAD <strong>in</strong>vited <strong>the</strong> President of WOMEX (World<br />

Music Expo) to address a workshop <strong>in</strong> Maputo on June 2009 120 with <strong>the</strong> aim to facilitate a strategic<br />

alliance <strong>for</strong> shap<strong>in</strong>g <strong>the</strong> future <strong>in</strong>ternational music festival of Maputo.<br />

The local music <strong>in</strong>dustry is confronted by a number of obstacles. In terms of markets, it has to compete<br />

with its overwhelm<strong>in</strong>g neighbour, South Africa and with o<strong>the</strong>r African countries such as <strong>the</strong> Congo<br />

and Senegal, which are already established <strong>in</strong> both African and <strong>in</strong>ternational markets. In addition, <strong>the</strong><br />

local <strong>in</strong>dustry also faces obstacles related to rights issues and piracy.<br />

Action: As mentioned above, <strong>the</strong> music sector is covered <strong>in</strong> <strong>the</strong> “One UN” MDG-F project. The<br />

Danish Government is also active <strong>in</strong> support<strong>in</strong>g <strong>the</strong> music sector. None<strong>the</strong>less, this project could<br />

provide some <strong>in</strong>put <strong>in</strong> <strong>the</strong> sector <strong>in</strong> a targeted manner. This could entail provid<strong>in</strong>g some <strong>in</strong>stitutionbuild<strong>in</strong>g<br />

support and focused capacity-build<strong>in</strong>g. In particular, AMMO could benefit from tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

two areas. First, streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> organization so that it can improve its ability to help musicians<br />

protect and promote <strong>the</strong>ir own <strong>in</strong>terests. For example, a website <strong>for</strong> <strong>the</strong> association could help<br />

dissem<strong>in</strong>ate <strong>in</strong><strong>for</strong>mation about <strong>the</strong> musicians and <strong>the</strong>ir music. Second, <strong>the</strong> musicians <strong>the</strong>mselves could<br />

benefit from capacity-build<strong>in</strong>g. For example, s<strong>in</strong>ce <strong>the</strong> musicians are often constra<strong>in</strong>ed to produc<strong>in</strong>g<br />

<strong>the</strong>mselves and to be<strong>in</strong>g <strong>the</strong>ir own agents, tra<strong>in</strong><strong>in</strong>g l<strong>in</strong>ked to entrepreneurial skills <strong>for</strong> artists and on<br />

rights issues seems ra<strong>the</strong>r crucial <strong>in</strong> this sector. 121<br />
