PART 5. CONCLUSIONS<br />

Recommendations <strong>for</strong> actions to be taken are <strong>in</strong>dicated throughout <strong>the</strong> entire document and thus<br />

<strong>in</strong>tegrated <strong>in</strong>to <strong>the</strong> analysis. Instead of reiterat<strong>in</strong>g all <strong>the</strong>se po<strong>in</strong>ts, <strong>the</strong> conclusions are more general.<br />

The first part of this section summarizes <strong>the</strong> results of <strong>the</strong> meet<strong>in</strong>gs with stakeholders and with<br />

relevant government m<strong>in</strong>istries. The second part emphasizes <strong>the</strong> sectors with high potential <strong>for</strong> growth<br />

among <strong>the</strong> creative <strong>in</strong>dustries and f<strong>in</strong>ally some conclud<strong>in</strong>g remarks are made and a Plan of Action<br />

proposed as a tool <strong>for</strong> <strong>the</strong> <strong>for</strong>mulation of a comprehensive policy towards <strong>the</strong> enhancement of <strong>the</strong><br />

creative economy <strong>in</strong> a long-term perspective.<br />

5.1 RESULTS OF MEETINGS WITH GOVERNMENT AND STAKEHOLDERS<br />

The results of <strong>the</strong> meet<strong>in</strong>gs with stakeholders and with relevant government m<strong>in</strong>istries made it clear<br />

that <strong>the</strong>re is a strong consensus on <strong>the</strong> priority issues to be addressed.<br />

The ma<strong>in</strong> results from stakeholder meet<strong>in</strong>gs were:<br />

(a) The need <strong>for</strong> <strong>in</strong>stitution-build<strong>in</strong>g;<br />

(b) The need <strong>for</strong> capacity-build<strong>in</strong>g;<br />

(c) The need <strong>for</strong> f<strong>in</strong>anc<strong>in</strong>g mechanisms and legislation;<br />

(d) A framework to support creative SMEs and to attract <strong>in</strong>vestors.<br />

The ma<strong>in</strong> results of <strong>the</strong> government level meet<strong>in</strong>gs were:<br />

(a) The need to re<strong>in</strong><strong>for</strong>ce policy procedures;<br />

(b) The need to implement <strong>the</strong> policies through regulations and strategies;<br />

(c) The need <strong>for</strong> <strong>in</strong>ter-m<strong>in</strong>isterial actions and better communication;<br />

(d) The need <strong>for</strong> capacity-build<strong>in</strong>g <strong>in</strong> policy <strong>for</strong>mulation.<br />

There are two broad consensus issues that cut across both groups:<br />

(a) Re<strong>in</strong><strong>for</strong>c<strong>in</strong>g <strong>in</strong>stitutions and regulatory framework;<br />

(b) Capacity-build<strong>in</strong>g <strong>in</strong> general.<br />

5.2 SECTOR EVALUATION<br />

A differentiation can be made among sectors that have a high development potential nationally or <strong>in</strong><br />

terms of exports. Fur<strong>the</strong>rmore, a dist<strong>in</strong>ction can be made <strong>in</strong> terms of <strong>the</strong> targeted markets, <strong>for</strong> example,<br />

mass/popular markets or different categories of tourist markets, such as <strong>in</strong>ternational mass or<br />

<strong>in</strong>ternational upper <strong>in</strong>come markets. An additional differentiation can be made <strong>in</strong> terms of short-,<br />

medium- and long-term goals.<br />

A number of sectors stand out as hav<strong>in</strong>g high potential <strong>for</strong> development <strong>in</strong> <strong>the</strong> short term because <strong>the</strong>y<br />

are already <strong>in</strong> a comparatively strong position <strong>in</strong> Mozambique.<br />

5.2.1 VISUAL ARTS<br />

In <strong>the</strong> visual arts sector, reference has been made to <strong>the</strong> possibilities <strong>for</strong> streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> area of<br />

sculpture, <strong>in</strong> particular woodwork<strong>in</strong>g, and <strong>the</strong> area of pa<strong>in</strong>t<strong>in</strong>g.
