necessity to focus on implementation and encouraged <strong>the</strong> creation of an Inter-M<strong>in</strong>isterial Committee<br />

but stressed that it would be important to <strong>in</strong>clude all <strong>the</strong> stakeholders <strong>in</strong>volved and not just <strong>the</strong><br />

m<strong>in</strong>istries, but that <strong>the</strong> question of leadership would have to be very clear <strong>in</strong> such a situation. There<br />

was general agreement that it is necessary to build more awareness about <strong>the</strong> creative <strong>in</strong>dustries<br />

concept and specific results-oriented <strong>in</strong>itiatives. The MIC expressed its will<strong>in</strong>gness to take <strong>the</strong><br />

<strong>in</strong>itiative and move <strong>for</strong>ward on <strong>the</strong>se issues especially s<strong>in</strong>ce <strong>the</strong>y are <strong>in</strong>volved <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g and <strong>the</strong>ir<br />

role is to improve access to <strong>in</strong>ternational markets and <strong>the</strong>y are also responsible <strong>for</strong> IPR issues.<br />

Action: Support clusters of SMEs, enabl<strong>in</strong>g <strong>in</strong>terconnected creative <strong>in</strong>dustries and <strong>the</strong> cooperation of<br />

services providers, <strong>the</strong> shar<strong>in</strong>g of facilities and know-how, as well as seek<strong>in</strong>g f<strong>in</strong>anc<strong>in</strong>g toge<strong>the</strong>r and<br />

provid<strong>in</strong>g collective guarantees.<br />

Work<strong>in</strong>g toge<strong>the</strong>r means that confidence can be <strong>in</strong>creased between creative <strong>in</strong>dustries and f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions and thus make it easier to obta<strong>in</strong> loans and reduce costs <strong>for</strong> materials and equipment. Such<br />

experiences are relatively undeveloped <strong>in</strong> Africa and are concentrated <strong>in</strong> neighbour<strong>in</strong>g countries such<br />

as Kenya, Nigeria, South Africa and <strong>the</strong> United Republic of Tanzania. 75<br />

Action: Support non-f<strong>in</strong>ancial <strong>in</strong>stitutions <strong>in</strong> <strong>the</strong> area of technology, skill development and market<strong>in</strong>g.<br />

If creative SMEs are to become vibrant and contribute to <strong>the</strong> economy, <strong>the</strong>y need to be provided with<br />

adequate support that enhances <strong>the</strong>ir capacities, <strong>for</strong> example <strong>in</strong> <strong>the</strong> preparation of sound commercial<br />

bus<strong>in</strong>ess plans to be submitted <strong>for</strong> microf<strong>in</strong>anc<strong>in</strong>g facilities <strong>in</strong> commercial banks. Many projects are<br />

rejected because of poor bus<strong>in</strong>ess plans despite <strong>the</strong> commercial viability of <strong>the</strong> project.<br />

Action: A key component of this project is <strong>the</strong> capacity-build<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g activities to be provided<br />

by ILO, to assist artists and creators to establish <strong>the</strong>ir creative bus<strong>in</strong>ess <strong>in</strong> a susta<strong>in</strong>able way and<br />

improve <strong>the</strong>ir entrepreneurial skills.<br />

The encouragement of SMEs is crucial to <strong>the</strong> development of <strong>the</strong> creative <strong>in</strong>dustries <strong>in</strong> develop<strong>in</strong>g<br />

countries. Many creative enterprises are microsized, and <strong>in</strong> many cases a sole <strong>in</strong>dependent artist or<br />

creator covers all <strong>the</strong> various stages of <strong>the</strong> supply cha<strong>in</strong>, from creation to <strong>the</strong> market. 76<br />

In all <strong>the</strong> steps of <strong>the</strong> value cha<strong>in</strong>, from <strong>the</strong> creative process to retail and consumption, secondary<br />

economic fallouts are expected with <strong>the</strong> creation of employment. For example, creative <strong>in</strong>dustries<br />

generate work opportunities <strong>for</strong> logistic and transport companies, when sell<strong>in</strong>g <strong>the</strong> creative products,<br />

as well br<strong>in</strong>g<strong>in</strong>g economic spillovers to o<strong>the</strong>r sectors, <strong>for</strong> example, by sourc<strong>in</strong>g cotton fabric <strong>for</strong> <strong>the</strong><br />

production of some art crafts, fashion, etc.<br />
