(equipment and materials); (c) limitations of <strong>the</strong> government and need <strong>for</strong> private sector mobilization;<br />
(d) <strong>in</strong><strong>for</strong>mation, data and documentation on <strong>the</strong> sector; (e) barriers to competitiveness <strong>for</strong> cultural<br />
stakeholders; (f) provision of <strong>the</strong> required legal and regulatory frameworks, which is lack<strong>in</strong>g <strong>in</strong> some<br />
areas or weak <strong>in</strong> terms of en<strong>for</strong>cement; (g) streaml<strong>in</strong>e <strong>the</strong> activities of various cultural agencies. 41<br />
The strategic plan also po<strong>in</strong>ts out 10 major <strong>in</strong>stitutional weaknesses associated with <strong>the</strong> sector: (a) poor<br />
perception of culture among senior public officials; (b) poor <strong>in</strong>frastructural capacity and poor human<br />
capacity to manage exist<strong>in</strong>g <strong>in</strong>frastructure; (c) lack of a comprehensive national system <strong>for</strong> data<br />
collection, documentation, storage, dissem<strong>in</strong>ation and statistics and <strong>in</strong><strong>for</strong>mation, especially on <strong>the</strong><br />
economic impact of culture; (d) <strong>in</strong>adequate <strong>in</strong>tegration of culture <strong>in</strong>to <strong>the</strong> economic and social sectors<br />
and <strong>in</strong>to <strong>the</strong> school curricula; (e) absence of a comprehensive national language policy; (f) <strong>in</strong>adequate<br />
dissem<strong>in</strong>ation of policies, legislation and regulations related to culture, to enhance better<br />
understand<strong>in</strong>g of <strong>the</strong>ir value to stakeholders; (g) poor <strong>in</strong>stitutional capacity to monitor and evaluate<br />
policies, strategies, programmes and projects contribut<strong>in</strong>g to weak delivery; (h) lack of appropriate<br />
managerial, technical and professional capacity and competence among cultural managers, artists and<br />
producers thus reduc<strong>in</strong>g <strong>the</strong>ir ability to be competitive; (i) lack of l<strong>in</strong>kages and network<strong>in</strong>g among<br />
<strong>in</strong>stitutions; and (j) excessive dependence on <strong>the</strong> government by cultural practitioners. 42<br />
These po<strong>in</strong>ts can be substantiated based on <strong>the</strong> current research. On <strong>the</strong> last po<strong>in</strong>t it is worth po<strong>in</strong>t<strong>in</strong>g<br />
out that <strong>the</strong> encounters with professionals of <strong>the</strong> various cultural sectors did not lead to <strong>the</strong> impression<br />
that <strong>the</strong>re was an excessive dependence on government, ra<strong>the</strong>r that <strong>the</strong>re were many motivated<br />
professionals who clearly had to be dynamic <strong>in</strong> <strong>the</strong>ir own right <strong>in</strong> order to achieve <strong>the</strong> success <strong>the</strong>y<br />
already had, but that <strong>the</strong>re was an overall <strong>in</strong>terest <strong>in</strong> see<strong>in</strong>g some structural and systematic government<br />
engagement and encouragement <strong>for</strong> <strong>the</strong> creative <strong>in</strong>dustries.<br />
The government’s six priorities <strong>for</strong> <strong>the</strong> development of <strong>the</strong> creative <strong>in</strong>dustries are clearly identified <strong>in</strong><br />
<strong>the</strong> strategic plan. It is worth reiterat<strong>in</strong>g <strong>the</strong> strategic priorities and <strong>the</strong> specific objectives set out <strong>in</strong> <strong>the</strong><br />
PEEC that are directly pert<strong>in</strong>ent to UNCTAD’s role <strong>in</strong> this project.<br />
Strategic priority 2: Promote activities with<strong>in</strong> <strong>the</strong> culture sector that generate <strong>in</strong>come; 43<br />
Strategic objective 3: Elaborate and enact <strong>the</strong> appropriate legislation to provide fiscal<br />
<strong>in</strong>centives to artists, cultural producers and <strong>the</strong> corporate sector as a way of encourag<strong>in</strong>g <strong>the</strong><br />
development of cultural <strong>in</strong>dustries;<br />
Strategic objective 4: Promote <strong>the</strong> commercial exploitation of local cultural productions and<br />
artistic creations;<br />
Strategic objective 5: Streng<strong>the</strong>n (copyright) en<strong>for</strong>cement regimes to protect <strong>the</strong> <strong>in</strong>terests and<br />
rights of artists and cultural practitioners;<br />
Strategic objective 6: Improve access to quality data on <strong>the</strong> economic importance of <strong>the</strong><br />
culture sector;<br />
Strategic priority 4: Develop and streng<strong>the</strong>n <strong>the</strong> capacity and <strong>in</strong>frastructure of <strong>the</strong> culture sector; 44<br />
