problems of preservation and promotion of cultural heritage and tra<strong>in</strong><strong>in</strong>g cultural professionals. The<br />
project is also concerned with re-empower<strong>in</strong>g <strong>the</strong> exist<strong>in</strong>g casas da cultura (cultural houses). 35<br />
3. “Capacity-Build<strong>in</strong>g <strong>for</strong> Professionals, Managers and Adm<strong>in</strong>istrators of <strong>the</strong> Cultural Programme at<br />
<strong>the</strong> M<strong>in</strong>istry of Education and Culture” 2006–2009 (UNESCO)<br />
The third directly relevant project is also be<strong>in</strong>g implemented by UNESCO and is entitled “Capacity-<br />
Build<strong>in</strong>g <strong>for</strong> Professionals, Managers and Adm<strong>in</strong>istrators of <strong>the</strong> Cultural Programme at <strong>the</strong> M<strong>in</strong>istry of<br />
Education and Culture” (2006–2009). Its aim is to streng<strong>the</strong>n <strong>the</strong> capacity of government officials <strong>in</strong><br />
<strong>the</strong> management and adm<strong>in</strong>istration of <strong>the</strong> culture programmes at <strong>the</strong> central, prov<strong>in</strong>cial and district<br />
levels and to improve communication between <strong>the</strong> different sectors of culture, at <strong>the</strong> M<strong>in</strong>istry of<br />
Education and Culture: national directorates, prov<strong>in</strong>cial directorates, district directorates and cultural<br />
<strong>in</strong>stitutions, and to develop capacities <strong>in</strong> <strong>the</strong> identification, plann<strong>in</strong>g, implement<strong>in</strong>g, adm<strong>in</strong>istrat<strong>in</strong>g,<br />
monitor<strong>in</strong>g, evaluat<strong>in</strong>g and report<strong>in</strong>g on cultural projects. 36<br />
Cooperation and coord<strong>in</strong>ation among <strong>the</strong> different activities with<strong>in</strong> <strong>the</strong> scope of <strong>the</strong>se projects has<br />
already been discussed. 37 The ACP/EC/ILO/UNCTAD/UNESCO project dist<strong>in</strong>guishes itself from <strong>the</strong><br />
o<strong>the</strong>rs primarily because it focuses on areas that are not covered by <strong>the</strong> o<strong>the</strong>r projects, such as <strong>the</strong><br />
crafts and music sectors, develop<strong>in</strong>g cultural tourism and elaborat<strong>in</strong>g <strong>the</strong> national language policy.<br />
This multi-agency pilot project also dist<strong>in</strong>guishes itself because it will <strong>in</strong>clude support <strong>for</strong> <strong>the</strong><br />
<strong>for</strong>mulation of <strong>in</strong>ter-m<strong>in</strong>isterial policies, <strong>the</strong> re<strong>in</strong><strong>for</strong>cement of <strong>in</strong>stitutional mechanisms and capacitybuild<strong>in</strong>g<br />
primarily at <strong>the</strong> national governmental level and it also moves beyond <strong>the</strong> government realm,<br />
<strong>in</strong>clud<strong>in</strong>g associations, private sector, culture professionals and artists.<br />
F<strong>in</strong>ally, because of <strong>the</strong> multi-sectoral nature of <strong>the</strong> creative <strong>in</strong>dustries, this project will tackle<br />
economic, social and cultural issues simultaneously. It is clear that o<strong>the</strong>r ongo<strong>in</strong>g programmes <strong>in</strong> <strong>the</strong><br />
country can also be considered complementary, albeit <strong>in</strong>directly. For example, an Italian-funded<br />
project supports <strong>the</strong> development of <strong>the</strong> National Statistics System and a <strong>the</strong> Dutch cooperation project<br />
with IPEX promotes capacity-build<strong>in</strong>g and identify<strong>in</strong>g and streng<strong>the</strong>n<strong>in</strong>g exports, with<strong>in</strong> which crafts<br />
and home decor have been identified as a priority sector. The Norwegian Agency <strong>for</strong> <strong>Development</strong><br />
Cooperation also has an ongo<strong>in</strong>g project that deals with <strong>the</strong> promotion of <strong>in</strong>tangible heritage. All <strong>the</strong>se<br />
projects are evidence of <strong>the</strong> grow<strong>in</strong>g role of <strong>in</strong>ternational cooperation <strong>in</strong> enhanc<strong>in</strong>g <strong>the</strong> role of culture<br />
and <strong>the</strong> creative <strong>in</strong>dustries <strong>for</strong> <strong>the</strong> development of Mozambique.<br />
There have been several variants to <strong>the</strong> official position<strong>in</strong>g of culture with<strong>in</strong> <strong>the</strong> government over <strong>the</strong><br />
years: 1975–1983 M<strong>in</strong>istry of Culture and Education; 1983–1987 State Secretary <strong>for</strong> Culture; 1987–<br />
1992 M<strong>in</strong>istry of Culture; 1992–1996 M<strong>in</strong>istry of Culture and Youth; 1996–2000 M<strong>in</strong>istry of Culture,<br />
Youth and Sports; and 2000–2005 M<strong>in</strong>istry of Culture. S<strong>in</strong>ce 2005, culture has been under <strong>the</strong><br />
auspices of <strong>the</strong> M<strong>in</strong>istry of Education and Culture (MEC).<br />
Like many o<strong>the</strong>r LDCs, development ef<strong>for</strong>ts <strong>in</strong> Mozambique do not <strong>in</strong>clude culture among <strong>the</strong> priority<br />
sectors <strong>in</strong> <strong>the</strong> country. In recent years <strong>the</strong>re has been some encourag<strong>in</strong>g progress <strong>in</strong> terms of<br />
<strong>in</strong>tegrat<strong>in</strong>g culture <strong>in</strong>to <strong>the</strong> country strategic development th<strong>in</strong>k<strong>in</strong>g. The Agenda 2025, <strong>the</strong><br />
government’s five-year plan 2005–2009 and <strong>the</strong> PRSP (PARPA II) all describe culture as an important<br />
contributor to <strong>the</strong> country’s human, social and economic development. However this recognition has<br />
not yet been translated <strong>in</strong>to concrete budgetary changes <strong>in</strong> <strong>the</strong> government or <strong>the</strong> MEC budget.<br />
None<strong>the</strong>less, with<strong>in</strong> <strong>the</strong> framework of <strong>for</strong>mulation of <strong>the</strong> sectoral strategic plans (PARPA II) <strong>the</strong><br />
government has developed and approved a strategic plan <strong>for</strong> culture (PEEC) <strong>for</strong> <strong>the</strong> period from 2006–<br />
