PART 6. PLAN OF ACTION<br />
In order to support <strong>the</strong> government to execute <strong>the</strong> required policies and to take <strong>the</strong> necessary steps to<br />
streng<strong>the</strong>n its creative <strong>in</strong>dustries, <strong>the</strong> implement<strong>in</strong>g agencies have jo<strong>in</strong>tly prepared a Plan of Action, as<br />
presented <strong>in</strong> <strong>the</strong> table below. It lists a series of activities expected to be undertaken dur<strong>in</strong>g <strong>the</strong> second<br />
phase of implementation of this multi-agency project <strong>for</strong>eseen <strong>for</strong> <strong>the</strong> period 2010–2011.<br />
Due to budgetary constra<strong>in</strong>ts, <strong>the</strong> number of planned activities is relatively limited but <strong>the</strong>y are<br />
targeted and expected to have a far-reach<strong>in</strong>g positive impact <strong>for</strong> harness<strong>in</strong>g <strong>the</strong> creative economy <strong>in</strong><br />
Mozambique, particularly because o<strong>the</strong>r complementary measures are gradually be<strong>in</strong>g taken by o<strong>the</strong>r<br />
ongo<strong>in</strong>g <strong>in</strong>ternational cooperation projects.<br />
In phase I of <strong>the</strong> project, UNCTAD activities are centred on policy advice to <strong>the</strong> Government through<br />
<strong>the</strong> elaboration of this country study and <strong>the</strong> elaboration of a plan of action. In phase II of <strong>the</strong> project,<br />
UNCTAD activities will be focused on <strong>in</strong>stitution-build<strong>in</strong>g and capacity-build<strong>in</strong>g <strong>for</strong> government<br />
officials, <strong>in</strong>clud<strong>in</strong>g on <strong>the</strong> cross-cutt<strong>in</strong>g issues and on trade and <strong>in</strong>vestment matters which are crucial<br />
<strong>for</strong> streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> creative <strong>in</strong>dustries <strong>in</strong> <strong>the</strong> country. These activities will cover <strong>the</strong> topics addressed<br />
under sections 3 and 4 of this report. Policy advice and technical assistance will also be provided to<br />
relevant <strong>in</strong>stitutions and professional associations, with <strong>the</strong> aim of promot<strong>in</strong>g concrete <strong>in</strong>itiatives,<br />
strategic alliances and partnerships. UNCTAD will promote targeted activities to improve <strong>the</strong> visibility<br />
of <strong>the</strong> most competitive creative sectors and to facilitate North–South and South–South cooperation<br />
and bus<strong>in</strong>ess opportunities between artists, creators and creative enterprises.<br />
ILO will focus on vocational tra<strong>in</strong><strong>in</strong>g and managerial and entrepreneurial skills. Policy advice will be<br />
given on issues related to job creation and social security. ILO will also explore l<strong>in</strong>kages with o<strong>the</strong>r<br />
projects be<strong>in</strong>g carried out, particularly on issues related to women artists and better use of ICT tools.<br />
UNESCO is expected to assist <strong>the</strong> Government <strong>in</strong> <strong>the</strong> re<strong>in</strong><strong>for</strong>cement key artistic and professional<br />
associations, as well as on matters related to cultural heritage and cultural diversity. UNESCO will<br />
also facilitate network<strong>in</strong>g among artists, <strong>the</strong> shar<strong>in</strong>g of <strong>in</strong><strong>for</strong>mation, and <strong>the</strong> market<strong>in</strong>g of cultural<br />
products domestically and <strong>in</strong> global markets.<br />
In this context, upon <strong>the</strong> request of UNCTAD, <strong>the</strong> United Nations Resident Coord<strong>in</strong>ator <strong>in</strong><br />
Mozambique convened a High-level Policy Dialogue held on 29 June 2009, <strong>in</strong> Maputo, on behalf of<br />
ACP/EU/UNCTAD/ILO/UNESCO. The meet<strong>in</strong>g ga<strong>the</strong>red government authorities, associations and<br />
stakeholders from <strong>the</strong> creative sectors with <strong>the</strong> aim to present, discuss and validate this UNCTAD<br />
study, <strong>Streng<strong>the</strong>n<strong>in</strong>g</strong> <strong>the</strong> <strong>Creative</strong> <strong>Industries</strong> <strong>in</strong> Mozambique, and <strong>the</strong> proposed Plan of Action.<br />
Participants recognized that <strong>the</strong> study was <strong>in</strong> l<strong>in</strong>e with government priorities and <strong>the</strong>re<strong>for</strong>e received<br />
full support from <strong>the</strong> United Nations Coord<strong>in</strong>ation Office <strong>in</strong> Mozambique. The validation process of<br />
<strong>the</strong> Plan of Action was under <strong>the</strong> responsibility of <strong>the</strong> UNESCO office <strong>in</strong> Maputo.<br />
This report provides <strong>the</strong> analysis and <strong>the</strong> arguments <strong>in</strong> support of <strong>the</strong> proposed activities as presented<br />
<strong>in</strong> <strong>the</strong> Plan of Action, which has been duly validated, both by <strong>the</strong> donors of this project, namely <strong>the</strong><br />
European Commission and <strong>the</strong> ACP secretariat, and by <strong>the</strong> beneficiaries, i.e. <strong>the</strong> Government and all<br />
<strong>the</strong> stakeholders from <strong>the</strong> creative <strong>in</strong>dustries, <strong>in</strong> particular from Mozambique's artistic and creative<br />
communities <strong>in</strong> October 2009. The validated Plan of Action is presented below.
