CHAPTER 9Operations and MaintenanceThis chapter discusses current <strong>City</strong> <strong>of</strong> <strong>Bellevue</strong> <strong>Water</strong> Utility operating procedures. It includesdescriptions <strong>of</strong> the water utility personnel and equipment, routine operations, and procedures forpreventive maintenance and emergency operations.All discussions related to water quality monitoring, cross connection control, and other waterquality related items can be found in Chapter 10.The criteria used to review and evaluate the water system operations are discussed in Chapter 2.ORGANIZATIONAL STRUCTURE<strong>Bellevue</strong>’s water system is administered according to <strong>Bellevue</strong> <strong>City</strong> Code Chapters 24.02and 24.04. Appendix C contains indexes for both code chapters. Chapter 24.02 is the <strong>Water</strong>Utility Code and Chapter 24.04 is the Sewer Utility Code; however, both chapters containregulations and procedures applicable to the water system.<strong>Bellevue</strong>'s <strong>Water</strong> Utility is part <strong>of</strong> <strong>Bellevue</strong>’s Utilities Department, managed by Denny Vidmar,Utilities Director. Management <strong>of</strong> the <strong>Water</strong> Utility is separated into three divisions under theDirector’s Office. The Assistant Director for Engineering, Wes Jorgenson, P.E., is responsiblefor engineering functions. Figure 9-1a shows the organizational structure <strong>of</strong> the EngineeringDivision. The Assistant Director for Resource Management and Customer Service, AnneWeigle, is responsible for the financial and billing functions within the utility. Figure 9-1bshows the organizational structure <strong>of</strong> the Finance and Customer Service Division. The ActingAssistant Director for Operations and Maintenance, Mike Jackman, manages the operation andmaintenance <strong>of</strong> the water, sewer, surface water, and transportation systems. Utility and Streetsoperations are supervised by the Operations and Maintenance Manager, Joe Harbour.Figure 9-1c shows the organization <strong>of</strong> the Operations and Maintenance Division.Operator CertificationSystems serving one hundred services or more in use at any one time require a certified operatorunder chapter 70.119 RCW and Chapter 246-292 WAC. The WAC requires the certifiedoperator to be in charge <strong>of</strong> the active, daily, technical operation <strong>of</strong> all portions <strong>of</strong> a public watersystem. Where shift work is practiced, a certified operator is required to be in charge <strong>of</strong> eachoperating shift, either present or on call. <strong>Bellevue</strong>’s distribution system is classified as9-1
