Discussion:It is <strong>Bellevue</strong>’s policy, as stated in the <strong>City</strong>’s <strong>Comprehensive</strong> <strong>Plan</strong>, to own and operate allpublicly owned utility systems within the city limits unless circumstances otherwise dictate. In2003, <strong>Bellevue</strong> assumed the portion <strong>of</strong> Coal Creek Utility District’s service area within the<strong>Bellevue</strong> city limits. That assumption was completed in accordance with this policy and at thedirection <strong>of</strong> the <strong>City</strong> Council. At this time, there are no longer any water districts providingservice within <strong>Bellevue</strong>’s city limits. However, future changes in <strong>Bellevue</strong>’s city limits couldresult in <strong>Bellevue</strong> citizens receiving water service from an adjacent district.<strong>Water</strong> Sales Outside <strong>Bellevue</strong>’s Service AreaNew requests for the sale <strong>of</strong> water outside <strong>of</strong> the Utility’s ultimate future service area willbe considered only under the following circumstances:1. The requestor must first obtain a water supply agreement with the agency responsiblefor supplying <strong>Bellevue</strong>’s water..2. The provision <strong>of</strong> water should not compromise <strong>Bellevue</strong>’s design and performancestandards for existing water customers.3. The sale <strong>of</strong> water should not result in any adverse financial impact to existing <strong>Bellevue</strong>water customers.Discussion:<strong>Bellevue</strong>’s water system has been planned and designed to accommodate the current and futureneeds <strong>of</strong> customers within <strong>Bellevue</strong>’s ultimate future water service area and existing wholesalecustomers in accordance with the wholesale water service agreements. Any additional area thatmay request water supply from <strong>Bellevue</strong> must address issues relating to limited water supply andadverse impacts on <strong>Bellevue</strong>’s water system and customer service levels. <strong>Water</strong> service withinanother jurisdiction’s service area would be per interlocal agreement.<strong>Water</strong> Quality<strong>Water</strong> Quality ResponsibilityIn accordance with the Supply Agreement, the Utility will rely on the agency supplying<strong>Bellevue</strong>’s water (Cascade <strong>Water</strong> Alliance) to provide water that meets all water qualitystandards as identified in the supply agreement. The Utility will take action necessary toensure that all water quality standards are met to the point <strong>of</strong> delivery to the customer(typically the meter).2-9
