local water distribution systems are listed in Table 3-3. The <strong>City</strong> currently purchases all <strong>of</strong> itswater from the Cascade <strong>Water</strong> Alliance. Interties with regional transmission and supply systems(regional supply inlet meters) are listed in Table 6-2.Currently, the <strong>City</strong> <strong>of</strong> <strong>Bellevue</strong> wheels Cascade water through its system to the <strong>City</strong> <strong>of</strong>Redmond, and to the <strong>City</strong> <strong>of</strong> Issaquah. In addition, the <strong>City</strong> has service area agreements withthe <strong>City</strong> <strong>of</strong> Issaquah, the <strong>City</strong> <strong>of</strong> Kirkland, the <strong>City</strong> <strong>of</strong> Redmond, the Coal Creek Utility District,and <strong>Water</strong> District #1 (see Appendix B). The <strong>Bellevue</strong>-Issaquah agreements provide adelineation <strong>of</strong> the current and future service area between the two cities. <strong>Bellevue</strong>’s provision <strong>of</strong>water outside its service area requires the approval <strong>of</strong> the Cascade <strong>Water</strong> Alliance and is subjectto <strong>Bellevue</strong>'s contract with the Cascade <strong>Water</strong> Alliance.Coal Creek Utility District, the <strong>City</strong> <strong>of</strong> Kirkland, the <strong>City</strong> <strong>of</strong> Redmond, and the <strong>City</strong> <strong>of</strong> Issaquahare four purveyors adjacent to <strong>Bellevue</strong>. Summary information on these systems can be foundin each purveyor's most recent comprehensive water plan. Highlights <strong>of</strong> their relationship to<strong>Bellevue</strong>'s system are explained below.<strong>City</strong> <strong>of</strong> KirklandThe <strong>City</strong> <strong>of</strong> Kirkland is an adjacent water purveyor just north <strong>of</strong> <strong>Bellevue</strong> and west <strong>of</strong> 132ndAvenue NE. In 1969, <strong>Water</strong> District 99 (now a portion <strong>of</strong> <strong>Bellevue</strong>) made an agreement with<strong>Water</strong> District 81 (now a portion <strong>of</strong> Kirkland) and the <strong>City</strong> <strong>of</strong> Kirkland to jointly construct andoperate a major storage facility and transmission lines. The 11.2-MG 545 zone reservoir iscurrently owned jointly by Redmond, <strong>Bellevue</strong>, and Kirkland as a result <strong>of</strong> this agreement andthe subsequent assumption <strong>of</strong> Rose Hill <strong>Water</strong> District (formerly W.D. 81) by the three cities.<strong>Bellevue</strong> owns 1.5-MG <strong>of</strong> the total capacity. Maintenance costs for cleaning and painting areshared among the owners in proportion to ownership shares. A 16-inch line passing throughRedmond on 140th Avenue NE near NE 60th Avenue connects <strong>Bellevue</strong> to the jointly ownedreservoir, which is operated by Kirkland. Kirkland wheels Cascade water through the 16-inch,metered intertie to approximately 60 homes in <strong>Bellevue</strong>. Kirkland's slightly higher pressureprovides better service, and the flow prevents water quality problems in the 16-inch main.Additionally, there is an emergency supply intertie between <strong>Bellevue</strong> and Kirkland, located on148th Avenue NE at NE 51st Street. <strong>Water</strong> from Kirkland is available at this location viaRedmond’s water system under the Rose Hill <strong>Water</strong> District assumption agreement.As a result <strong>of</strong> a 2004 amendment to the 1994 Rose Hill <strong>Water</strong> District assumption by the cities<strong>of</strong> Kirkland, Redmond and <strong>Bellevue</strong>, Kirkland also wheels Cascade water via Redmond to thesmall portion <strong>of</strong> the former district assumed by <strong>Bellevue</strong>. This area is bounded by 140thAvenue NE, NE 60th Street, 148th Avenue NE and approximately NE 55th Street and includesapproximately 65 <strong>Bellevue</strong> water service accounts.An emergency intertie between the <strong>Bellevue</strong> and Kirkland is located on Northup Way just east<strong>of</strong> <strong>Bellevue</strong> Way. The intertie consists <strong>of</strong> an isolation valve between <strong>Bellevue</strong>’s 400 pressurezone and Kirkland’s 285 pressure zone.3-14
