Utility Service Review ProceduresThe regional supplement outlines procedures for identifying the appropriate purveyor to providewater service to new developments and expansions.Satellite System Management ServicesThe regional supplement established criteria for management <strong>of</strong> satellite systems. <strong>Bellevue</strong>'sservice area is nearly built out, and no satellite management services are anticipated for nearbywater systems.Regional <strong>Water</strong> Supply IssuesThe Cascade <strong>Water</strong> Alliance is responsible for meeting <strong>Bellevue</strong>’s current and future watersupply needs. Implementation <strong>of</strong> various options for providing regional water supply will havehydraulic and financial impacts on the <strong>City</strong> <strong>of</strong> <strong>Bellevue</strong>. Cascade’s 2004 Transmission Supply<strong>Plan</strong> (TSP) identifies their plans for meeting the water supply needs <strong>of</strong> their members. The TSPidentifies a potential supply shortage that could occur just prior to new sources <strong>of</strong> supply comingon line in approximately 2010. It is anticipated that additional water to cover the shortfall willbe available from other sources currently being explored by Cascade. However, it is recognizedthat if that additional water is not available, it may be necessary for <strong>Bellevue</strong> and the otherCascade members to begin implementation <strong>of</strong> the water supply shortage plan.Individual <strong>Water</strong> System <strong>Plan</strong>sThe requirements for individual water system plans are defined in WAC 246-290-200.Individual utilities within the CWSSA must address the following items in their individual watersystem plans:• Map <strong>of</strong> future service area• Signed service area agreement(s)• Population and water demand projections• Minimum design standards• Minor and major regional projects• <strong>Water</strong> utility service review procedures• Satellite system management programs (where appropriate)• <strong>Water</strong> conservation programRegional Growth ManagementAll statistical information compiled for this document, including population and land useforecasts, were based on the best available information. The population and employmentforecasts used for this <strong>Water</strong> <strong>Comprehensive</strong> <strong>Plan</strong> update were provided by <strong>Bellevue</strong>'s <strong>Plan</strong>ningDepartment, concur with the requirements <strong>of</strong> the State’s Growth Management Act, and were3-19
