CCL, which is comprised <strong>of</strong> 51 (nine microorganisms and forty-two chemical contaminants)contaminants included on the previous list. EPA is currently preparing to make a determination<strong>of</strong> whether the CCL 2 contaminants should be pursued for future regulations.Proposed Unregulated Contaminant Monitoring Rule 2In August, 2005, EPA proposed a second UCMR, which includes two lists <strong>of</strong> contaminants forwhich some systems, including <strong>Bellevue</strong>, will be required to monitor. All public water systemsserving more than 10,000 people will be required to conduct assessment monitoring for 11contaminants on the Assessment Monitoring List at distribution system entry points. Systemsserving more than 100,000 people and selected smaller systems will be required to conductscreening monitoring for 15 contaminants on the Screening Survey List. This list includescontaminants that will be monitored at distribution system entry points and within thedistribution system. This monitoring will be required during a 12-month period between 2007and 2009.While the proposed rule includes distribution system monitoring, <strong>Bellevue</strong> may be exempt fromUCMR 2 monitoring requirements since distribution system entry point monitoring is typicallyconducted directly after treatment. <strong>Bellevue</strong> may not be required to conduct assessmentmonitoring or conduct monitoring for many <strong>of</strong> the parameters on the Assessment MonitoringList. Nitrosamines, included in the screening monitoring list, are to be monitored at maximumresidence time locations defined during Stage 1 D/DBP monitoring. Per EPA’s proposal, itappears possible that systems which were not required to monitor for the Stage 1 D/DBP Rule,including <strong>Bellevue</strong>, may only be required to conduct this monitoring at the distribution systementry point, instead <strong>of</strong> within the distribution system.Anticipated Lead and Copper Rule RevisionsEPA initiated a review <strong>of</strong> LCR implementation across the nation in 2004. This effort wasfocused on determining if national lead levels are increasing in the United States. As a result <strong>of</strong>this effort, EPA identified beneficial changes to the existing regulation. Table 10-6 lists the nineareas that will be revised, according to EPA in March 2005. EPA had anticipated issuingproposed revisions in early <strong>2006</strong>.10-13
