Inlet & Customer Meter Inaccuracies: Meter inaccuracies do not reflect actual water loss,but rather result in revenue losses. The report recommended purchase <strong>of</strong> testing andcalibration equipment, development <strong>of</strong> SOPs for routine testing and calibration <strong>of</strong> inletmeters; and increased investment in customer meter replacements, particularly for highvolume commercial meters.Billing Adjustments: Similar to inaccurate meters, billing adjustments do not reflect actual“lost” water, but may increase the volume <strong>of</strong> non-revenue water and hence affect utilityrevenues. The new CIS billing system implemented in 2004 will address the potential for“paper” losses associated with billing adjustments.Non-Revenue <strong>Water</strong> used for Miscellaneous Activities: The report evaluated the volumes<strong>of</strong> water used for operational activities, utility project construction, and firefighting. Itconcluded approximately $72,000 <strong>of</strong> water purchased from SPU is consumed for these usesannually (approximately 1.0%, or 60 million gallons). The recommendation was to formallyrecognize this as an inherent cost <strong>of</strong> doing business.FUTURE DEMAND PROJECTIONSFuture demand projections were used to evaluate the existing water system and identify requiredimprovements. Projecting the demands for the <strong>City</strong> <strong>of</strong> <strong>Bellevue</strong> system required consideration<strong>of</strong>:• Current billing and consumption records• Land use and zoning information• Population projections• Expansion plans for major industrial users• Information from the <strong>City</strong> <strong>of</strong> Redmond on future water supply projections• Interlocal agreement limitations on the number <strong>of</strong> living units Issaquah canconnect to the area supplied by <strong>Bellevue</strong>4-6
