SERVICE AREAThe current <strong>Bellevue</strong> city limits, the ultimate water service area, and the retail service area areshown in Figure 3-4. With the exceptions <strong>of</strong> <strong>Bellevue</strong>’s assumptions <strong>of</strong> both <strong>Water</strong> District 17and the portion <strong>of</strong> the Coal Creek Utility District within <strong>Bellevue</strong>’s city limits, the ultimateservice area is the same as <strong>Bellevue</strong>’s future service area identified in the 1996 East KingCounty Coordinated <strong>Water</strong> Supply <strong>Plan</strong> (EKC CWSP) which was approved by the Department<strong>of</strong> Health in 1998. There is no potential for expanding this service area because the <strong>City</strong> issurrounded on all sides by natural physical barriers or other communities. Some areas within<strong>Bellevue</strong>’s ultimate service area are not currently incorporated, such as portions <strong>of</strong> Eastgate andCougar Mountain. These areas may be annexed by <strong>Bellevue</strong> in the future.The only difference between <strong>Bellevue</strong>’s retail service area and its ultimate service area is that<strong>Bellevue</strong>’s retail service area does not include the portion <strong>of</strong> the ultimate service that is outsidethe county designated urban growth area boundary. <strong>Bellevue</strong> is not obligated to provide serviceoutside its retail service area. However, <strong>Bellevue</strong>’s long term planning does include meeting theprojected water needs for all properties within its ultimate service area. Prior to receivingservice, properties within <strong>Bellevue</strong>’s retail service area must:• Provide payment <strong>of</strong> all applicable connection changes, latecomer charges and fees• Enter into a Utility Developer Extension Agreement if water system extension is needed• Annex or agree to annex when contiguous to the <strong>City</strong> if the property is outside the <strong>City</strong>limits and outside areas covered by an existing service agreement (in accordance withcurrent <strong>City</strong> annexation policy).All <strong>of</strong> the major facilities needed to make water available throughout <strong>Bellevue</strong>’s ultimate servicearea (pump stations, storage reservoirs, water mains within existing public rights-<strong>of</strong>-way, etc.)are in place. Therefore, all requests for water service can be accommodated by the propertyowner submitting either an application for a <strong>City</strong> installed water service or a Utility DeveloperExtension Agreement application. The amount <strong>of</strong> time required before service can be providedto a new customer is dependent on the type <strong>of</strong> application required and the scope <strong>of</strong> thedevelopment project. Timelines and requirements for obtaining service are discussed withproperty owners when they make their initially inquire about connecting to the water system.ADJACENT PURVEYORS AND INTERTIESThe <strong>City</strong> <strong>of</strong> <strong>Bellevue</strong> water system has interties with several adjacent water systems. It isimportant that <strong>Bellevue</strong> coordinate operations with these adjacent purveyors. Figure 3-4 shows<strong>Bellevue</strong>'s service area and adjacent water jurisdictions.In some cases, interties are beneficial to both parties; in others, they benefit just one party,depending on the type and size <strong>of</strong> the intertie.
