Evaluation of water supply system – Case study in Naka, NigeriaA guide and translator was absolutely necessary to ensure dialogue with thecommunity members; the bias can however be that he thinks he knows the answeralready, so it is sometimes important to insist that he still asks the question to theinterviewee even if he thinks the answer is obvious. The local context of Naka led to do one interview per tap; even if there were severalpeople, it is important for the public tap to interview different people using the sametap, as it was planned in the initial method.6.2.2 Replicability of this evaluation approachIn the objective of the PAWS to run similar projects in 70 other small towns in BenueState, applying this evaluation process can provide a good first acknowledgment ofthe situation, allow comparison and orientate policy of actions. Local specificities orin contrary similarities can then draw priorities to address in the state water sector. The short visit to Lessel allows pointing similar concerns than in Naka: problems ofpower supply, chemicals supply, vandalism and government investment. Thetreatment process did not appear to be very clear also. This evaluation can even bereused in Naka to measure evolution of the water system. To ensure optimal output, real explanation of purposes and outputs of evaluationshould be honestly and clearly explained to all actors so that it can promote greatparticipation of all stakeholders. When possible, the initial chosen indicators in themethodology should be taken rather than alternative ones as they may describe moreprecisely the situation.Cranfield University at Silsoe 33 Florianne Bourrigault (2006)
