HDRC<strong>Socio</strong>-<strong>economic</strong> <strong>Baseline</strong> <strong>Survey</strong> <strong>of</strong> <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong>157Under this accord, <strong>Hill</strong> District Council (HDC), <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Regional Council(CHTRC), <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Development Board (CHTDB) and the Ministry for<strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Affairs (MoCHTA) have been set up. However, this accord is merelyan agreement and not protected by constitutional safeguards and is also open to amendmentor revocation at anytime.The objective <strong>of</strong> this chapter is to assess the knowledge level <strong>of</strong> CHT people about theaccord. The assessment <strong>of</strong> knowledge has been done using eighteen distinct knowledgeindicators taken precisely from the contents <strong>of</strong> the accord. The analysis begins with overallknowledge status <strong>of</strong> CHT people, followed by community-wise knowledge status. Finally,there is an analysis <strong>of</strong> knowledge status by indicators that seem to have practical utility indesigning relevant initiatives to bridge the prevailing knowledge gap.21.2 Knowledge on <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Accord 1997Strategies <strong>of</strong> the Government for redressing past social injustices, creating productive<strong>economic</strong> conditions and establishing an indigenous peoples’ responsive administration in theCHT have been documented in the <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Accord 1997.The accord has four sections, namely (a) General, (b) <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> LocalGovernment Council/<strong>Hill</strong> District Council, (c) The <strong>Chittagong</strong> <strong>Hill</strong> <strong>Tracts</strong> Regional Council,and (d) Rehabilitation, General Amnesty and Other Matters. It consists <strong>of</strong> a total <strong>of</strong> 72articles with some having sub-articles.Box 21.2: Salient Features <strong>of</strong> CHT Accord 19971. Re-establishment <strong>of</strong> indigenous refugees who had fled to Tripura State in India during the insurgency.2. Restructuring <strong>of</strong> the local government agencies to allow equal representation <strong>of</strong> the indigenouspeople.3. Creation <strong>of</strong> a Regional Council which includes Circle Chiefs as members, and gives the Counciloverall responsibility for development work in the area.4. Modification <strong>of</strong> the composition <strong>of</strong> the three <strong>Hill</strong> Tract Districts Councils which provide for a strongerrepresentation <strong>of</strong> indigenous and women, and extends the authority <strong>of</strong> District Councils to cover landand land management, local police, tribal law, and social justice.5. Extension <strong>of</strong> the revenue base <strong>of</strong> the District Councils and an increase in the development funds.6. Creation <strong>of</strong> a Land Commission to resolve the disputed land titles which in part led to the civil unrest.7. In devising these eighteen issues as knowledge indicators (see Box21.3), a rigorous process was followed including review and analysis <strong>of</strong> the accorddocuments and repeated brainstorming sessions among the consultants and a number <strong>of</strong>discussion meetings with national and local level experts on CHT-related issues.
