Most indigenous people are Sino-Tibetan 24 descent and have distinctive mongoloidfeatures.1.4 About the Project “Promotion of Development and Confidence-Building in the CHT”Since the late 1990s, with the end of the nearly two decades of insurgency in the CHT, a newvista of opportunities for development has opened in the region. There has been renewedinterest by the donor community for bringing developmental support to this conflict-batteredregion. Similarly, there is a strong common commitment of both the people and theinstitutions of the CHT to see a resumption of development assistance and to participate inreinvigorated development efforts in the region. The UNDP-Bangladesh has been playing acentral coordinating and facilitating role among the donor community in interaction with theGovernment and CHT institutions to promote development since the signing of the 1997Peace Accord. Under these back drops, the UNDP has conducted a Needs Assessmentmission in CHT in April 1998. The mission identified a number of sectors for interventionby the donor agencies specially agriculture, education, health, infrastructure andcommunication. Interventions addressing gender disparities also emerged as one of the majorareas during the needs assessment.The Chittagong Hill Tracts, with a populationof 1.3 million, has remained more or lessoutside the mainstream of developmentaggravated by geo-physical characteristics andthe indigenous communities of the CHT haveexcluded from the development efforts. As aconsequence of signing ‘CHT Treaty’, veryoften called as ‘Peace Treaty’, two decade long insurgency came to an end and the people ofCHT have entered into a new era of development opportunities. Now the situation is morefavorable for carrying out development activities. People’s enthusiasm and efforts havematched international donor community’s support for recommencement of development inthe region.For addressing this scenario, donor interest to support development in the region hasremained active, and the main concern for restarting assistance was the need to ensure a safeworking environment for development work. As a result, a joint Government of Bangladesh(GoB) and the UNDP Risk Assessment Mission was fielded in June 2002, and the missionreport concluded that there was a sufficient level of safety throughout CHT for developmentassistance to restart. Since then, as Convener and Chair of the Local Coordination Group(LCG) subgroup on CHT, UNDP has been playing a central coordinating and facilitating roleamong the donor communities, and the interaction with the Government and CHT institutionsand developed a 5-year project of “Promotion of Development and Confidence-Buildingin the CHT (PDCB)” with financial assistance from multi-donor agencies to promote overallsocio-economic development of the region and confidence building among the people. Thepurpose of the project is to strengthen CHT institutional capacities and expand support tocommunity small-scale development, while also targeting confidence-building measures andthe pursuit of region-wide multi-community opportunities.24 IbidBox 1.1: Funding of the ProjectFinancial support is from the different donor agencies likeEuropean Commission, USAID, NORAD, AUSAID,Japan, Canada, and UNDP and is channeled throughUNDP. The project memorandum was formally agreedwith UNDP and GoB in June 2002, with a total Multidonorcommitment of US$ 50,000,000 over a period offive years (January 2005 to September 2009).
HDRCSocio-economic Baseline Survey of Chittagong Hill Tracts10The overall development objective is to support the Government of Bangladesh, and tofurther enable the CHT institutions and the communities, to pursue accelerated andsustainable socio-economic development based on the principles of the self-reliance anddecentralized development initiatives, in order to reduce poverty across the region andbuilding greater confidence and trust for resolving long-standing issues critical todevelopment and peace. This objective will be complemented and reinforced by the creationof conducive development environment based on-1. The resumption of significant scale of international development assistance to theCHT; and2.
