Petitions, Appeals, and Other ActionsIn this procedure for change of degree program, no application forreadmission is required. If this change is effected and the AdvancedCertificate degree is not awarded, previous course work taken sinceadvanced graduate admission and intended to apply to the AdvancedCertificate can be counted toward the Ph.D. degree, subject to otherpolicies governing Ph.D. programs.When considering an Advanced Certificate program or a change ofstatus from Advanced Certificate to a doctoral degree program, thecautions to be kept in mind are: (a) no more than two graduate degreesmay be earned at the University of Illinois at Urbana-Champaign; and(b) doctoral degree time limits begin with the first course used to meetdoctoral requirements, even if this course was originally taken as part ofan Advanced Certificate program.Two-Year RuleEach department has an approved process on file in the InstructionalPrograms Office with the primary intent of better informing the doctoralstudent of degree progress prior to the preliminary oral examination.Under the conditions of this rule, which assumes full-time enrollment, astudent is evaluated no later than the second year after entry into thedepartment. The result of this evaluation is to be reported to the student,the adviser, and the Instructional Programs Office. This “two-year rule”does not apply to master’s degree students. In addition, the InstructionalPrograms Office will routinely monitor student records to identifystudents who are failing to meet important milestones (qualifying exams,prelims, etc.) in a timely fashion. Students and advisers will be notifiedand asked to respond to the perceived lack of progress.Certification and LicensureSome Ed.M. programs require teacher certification for admission and/orgraduation. Information concerning these certification requirementsmay be obtained through the student’s department or the certificationofficer in 130 Education Building.Teacher, administrative, and other certifications for public schools areawarded by the Illinois State Board of Education. In most cases,certification may be awarded after completing an approved program at auniversity. The College of Education has approved programs for mostcertifications, including various teaching fields, General Supervisory,General Administrative, and Superintendency.
