PART 2. TREATMENTThis chapter provides treatmentrecommendations for the West of Main Paradecluster area, based on the four separate subareasthat make it up. The primary treatmentstrategy for the <strong>Presidio</strong> at large and thiscluster area in particular is rehabilitation.Rehabilitation is defined in the Secretary ofthe Interior’s Standards for the Treatmentof <strong>Historic</strong> Properties. The treatmentrecommendations which follow take intoaccount the period of significance for the areaand the integrity of the features that remainfrom that time period.General Treatment Recommendations:• Maintain and protect historic trees andplant materials to allow them to reach theend of their natural lives. When historicplant materials must be removed becausethey have reached the end of their life spans,or because their size and structure creates asafety hazard, remove them and replace themin-kind whenever possible. If a substitutespecies is being considered instead of an inkindreplacement, the substitute species musthave the same character as the original beingreplaced. It must be similar in terms of type,form, shape, and scale.• Avoid disturbing known or predictedarchaeological resources.• Retain small-scale site features, such as manholecovers, fire hydrants, boot scrapers, stonelandscape elements, etc. If replacement of thesefeatures becomes necessary, introduce newfeatures that reflect the size, scale, texture, andcolor of the feature being replaced.• Conform to the <strong>Presidio</strong> <strong>Trust</strong> standards 6when replacing streetlights and street signs.When introducing new elements such as streetfurniture, and way finding and directionalsignage, conform to the <strong>Presidio</strong> <strong>Trust</strong>standards.• New site features are allowed as part of alandscape rehabilitation, but they must belocated so as not to damage historic features orto compromise the integrity of an area.• Locate new surface parking in low-integrityareas (such as former building pads) or areaslacking significant landscape features.• Where required by accessibility standards, thequantity and locations of ramps, curb cuts andADA loading zones on historic roads to achieveuniversal access should have minimal impact onthe historic scene and should be the minimumrequired to meet accessibility standards.6 DRAFT Design Review & Permitting Process, Prepared for the <strong>Presidio</strong> <strong>Trust</strong> by Swinerton Management & Consulting, Inc., October 2009 (as an update to the Draft TenantHandbook, 2007); DRAFT <strong>Presidio</strong> Landscape and Civil Standards, 2011.136Part 2: Treatment89
