HISTORIC STRUCTURE REPORTFINALGENERAL RECOMMENDATIONS SUMMARYThis section of the HSR evaluates the building conditions to formulate andprovide recommendations for the care and treatment of the building. Generalrecommendations are provided to guide the design approach to rehabilitation.Recommendations for the treatment of common materials and buildingsystems are also provided. This section will provide recommended rehabilitationtreatments to be considered and further studied during the design process. Itwill also serve as a guide to standard practice for future maintenance, repair andreplacement of historic materials as it is defined by the Secretary of the Interior’sStandards for the Treatment of <strong>Historic</strong> Properties, Standards for Rehabilitation.Exterior (See Existing Conditions drawings for locations)Terra Cotta Ornament: Priority Low• Gently clean and repoint as needed• Provide new grout and/or sealant at all junctures where terra cotta meetsexterior stucco• Install low-profile drip edge over door transomStucco: Priority Medium• Repair all areas of spalling and delamination (see drawings). Clean andrepaint existing stucco.Gutters and Flashing: Priority High• Re-use existing gutters and downspouts where appropriate.• Replace all attachments and hangars with a proper attachment system ofcompatible material.• Tie downspouts to drain system routed away from building.• Install new gutters and downspouts to control water infiltration, particularlyat the chancelClay Tile Roofing: Priority High• Remove existing roof tile. Final work shall be invisible to the extent possible.• Replace or upgrade heating system. Coordinate distribution system tominimize impacts on historic character.• Replace entire electrical system to a new three-phase 208/120V system.• Correct code-deficient light well drainage to sanitary sewer.• Correct sanitary waste line back-ups.• The chapel has a gas-fired furnace hot air heating system, and the hot air isdirected through exposed duct work in the basement to wall and floor grillson the main level. A new HVAC system using a combination of radiantfloor heat and hydronic baseboard is recommended.• Plumbing code violations need to be corrected.RECOMMENDATIONS DOCUMENTATION, INVESTIGATIONAND TESTINGWorking within the framework of the recommended treatment approach,the authors of this report have outlined the following Recommendations forRehabilitation to provide clear guidance to planned work and maintenance at the<strong>Presidio</strong> <strong>Chapel</strong>. These recommendations clarify the objectives for rehabilitationat the <strong>Presidio</strong> <strong>Chapel</strong> in order to protect and maintain the historic integrity ofthe facility.Assessment and DocumentationPrior to undertaking repair and rehabilitation work that may affect historiclandscapes and buildings, a survey should be undertaken to identify the extentof historic materials that may be affected by the proposed work. This surveyshould include the identification of historic materials and elements that willrequire removal, in part or in whole, and the extent to which such materials canbe selectively removed and salvaged for reuse.The following procedures should be followed whenever the removal orreplacement of missing or seriously damaged or deteriorated historic materials,elements and assemblies is required:• Complete photographic record documenting the existing conditions at alllocations where existing historic materials and assemblies are required to beremoved.• Institute a plan for the removal and salvage of historic materials andassemblies, at a minimum indicating their sizes and locations, order ofremoval, schedule of removal, storage requirements, etc.• Devise a method of tagging or marking to specifically identify eachremoved piece or element and its exact location so that reinstallation canoccur.• Prepare dimensioned drawings indicating where historic landscape features,building and structure materials and assemblies are to be removed andreinstalled or reconstructed.Page & Turnbull31PART III: TREATMENTRECOMMENDATIONS
