Level I is at Bachelorlevel, Level II is an Engineering and Ph.D course and Level III relates to the fields ofproduction quality, safety of technical systems (STS) and OSH. The Departmentalso offers subjects which are included in the study programme of the Faculty ofMetallurgy.The study programme takes into account the Slovak Republic’s legislation and the EUOSH Directives and their process of harmonisation. Substantial attention is paid to theprocess of risk assessment and its specific tools.Course work for students includes solving concrete problems in existing plants ororganisations (for example, hotel services, health centres). Students who completethis field at Bachelor-level (BSc), or as certified engineers (Dipl-Ing), or at Ph.D level arethen qualified to work as safety technicians according to OSH legal requirements.116
Mainstreaming occupational safety and health into university educationB a c k g r o u n dThe study programme Safety of technical systems and occupational safety and health(STS and OSH) was inaugurated in 1993 in the Department of Transport Equipmentsand Logistics. The proctor of the university was the instigator and promoter of theidea to implement safety topics into academic studies. He spent two years in BUGHWuppertal studying the area in detail.The fact that Slovakia was preparing OSH legislation based on the European principles(Directive 89/391/EEC) combined with changes taking place at the universityprovided the opportunity for the introduction of the programme. Combining theOSH programme with a programme on production quality complied with newindustrial and social requirements resulting from the political changes that took placein Slovakia in 1992.In 1993 the Faculty of Mechanical Engineering offered a full accreditation of thecombined study programme Quality production and safety of technical systems. Thenew Department of Safety and Quality was created in 2001, offering two full studyprogrammes - Safety of technical systems and OSH, and Engineering production quality.Between 1993 and 2007 256 students finished the STS and OSH Master’s programme.E u r o p e a n Ag e n c y f o r Sa f e t y a n d He a l t h a t Wo r kAims and ObjectivesThe main aims of the STS and OSH programme are:OO to prepare technical staff to meet the requirements of EU and Slovak legislation;andOO to increase the number of students with skills in the domain of OSH.Broader aims of having the OSH programme in the Department are:OO to enhance theoretical and practical collaboration with industry in the field of OSH(EU and Slovak strategy);OO to be a partner of excellence for the new EU FP (Frame Programme) - programmesand activities in OSH.OO to intensify OSH research activities each year by more than 5%;OO to increase the number of research articles in technical magazines by 10% eachyear;OO to collaborate with the National Labour Inspectorate to organise an InternationalConference within the frame of the European Week for Safety and Health at Work;andOO to improve risk assessment awareness in the Slovak republic.S c o p eThe Faculty of Mechanical Engineering has 11 Departments, and around a quarter ofthem have included OSH in their study programme. In most cases, students attend acourse called Safety at work arranged over a half-year term. A similar situation exists inthe other faculties of the Technical University of Kosice.The comprehensive OSH study is only available at the Department of Safety andQuality of Production. The graduates also obtain the OSH technician certificate (asdefined in the OSH Act).Course contents: The OSH programme at the Department of Production Safety andQuality includes the following courses:117
