Legislationcovers the OSH competency <strong>and</strong> training needed to carry out certain OSH tasks <strong>and</strong>the related OSH qualifications <strong>and</strong> Senior Safety Technicians must now obtain theirqualification by taking a recognised master’s degree. The University of Salamanca isone example of a <strong>university</strong> that has developed such a master’s course. At the sametime, with the support of the Castilla y León regional authority, it has developed aprogramme aimed at all students based on an internet portal where the registeredusers have access to OSH-related materials <strong>and</strong> tools.BackgroundThe changes in European <strong>and</strong> National legislations regarding OSH raised the dem<strong>and</strong>for human resources with the required knowledge <strong>and</strong> skills in OSH matters <strong>and</strong>created the opportunity for the University to develop its teaching in this area <strong>and</strong>obtain the support of other partners. National regulations for prevention services(Real Decreto 39/1997) set specific training requirements (hours <strong>and</strong> content) forconducting risk assessment activities <strong>and</strong> prevention actions. The regulation setsthree competency levels with related functions:OO basic level functions – 30-50 hours of training;OO intermediate level functions – 300 hours of training; <strong>and</strong>OO higher level functions, corresponding to the preventive specialities <strong>and</strong> disciplinesof industrial medicine, <strong>health</strong> <strong>and</strong> <strong>safety</strong> at work <strong>and</strong> applied ergonomics <strong>and</strong>psychosocial risks – 600 hours of training.In order to perform the higher level functions, a person must have a <strong>university</strong> degreequalification <strong>and</strong> have completed a recognised course to become a senior <strong>safety</strong>85
