Since 2000, theDepartment of Safety and Quality hasreceived accreditation in this area. It hasimproved its qualifications and qualitystandards, e.g. through specialcertifications, scientific publications andresearch projects. The research interest isfocused on the creation of tools for riskassessment, the prevention of MajorHazards Accidents, tunnels, gas pipelines,the integration of management systems,etc.Students of Civil Engineering, Architecture,and Facility Management are taught aboutsafety and health on construction sites.The provided lectures enable them to gainan additional qualification as safety andhealth co-ordinator after two years ofadditional practical experience.Technical Institute provides vocationaltraining as well as undergraduate degreecourses and post-graduate activities.A holistic approach aimed at maintainingsafety and promoting of a safety culture inthe institute which includes training, acombined approach that targets both staffand students. Consultation with thestudent’s union and their participation insafety meeting.OSH and ergonomics integrated intovarious degree courses throughout theuniversity, including a compulsory modulein the MBA business studies course. TheDepartment of Ergonomics andPsychology provides the teaching to theother departments. Theoretical and activelearning methods used, including projectwork and use of case studies. A safetyrelatedevent analysis method also used.168

Co n c l u s i o n s o f t h e m e e t i n g o f t h eEU-OSHA Ma i n s t r e a m i n g OSH i n t o e d u c a t i o ne x p e r t g r o u p, h e l d 26-27 Ma r c h 2008, Bi l b a oThis group, made up representatives nominated by the EU-OSHA focal points, theEuropean Commission and an observer from ENETOSH, discussed a draft of thisreport. The main points arising during their discussion can be summarised as follows:OO Reaching the university level is entirely different from reaching schools. Differentministries may be involved – how can we deal with this? Networks are different.They are largely autonomous entities.OO It is very difficult to convince professors of the importance of OSH. In addition,professors’ main interest lies in their research. Teaching is a side issue for many.OO The route may be to start with high risk occupations. OSH is more likely to beincluded in disciplines such as engineering and law. Technical universities that havea safety faculty will provide OSH teaching and it is seen in medical universities.Administration sciences are the least likely to see the value of OSH teaching as therisks to those working in these professions are low even though their work canaffect the OSH of other.OO In disciplines such as engineering there is a need to teach the practical aspects,e.g. related to scaffolding, as well as the theoretical aspects.OO Attention should be given to professors’ own OSH. However, too often universitiesdo not recognise that they have OSH problems.OO Including the students’ union in the OSH of the university could help, but not allMember States have this sort of student organisation and their role and functioncan differ. It could be interesting to have a guide on how to involve the students’union in university OSH matters.OO To promote OSH courses taken students should receive credit points for the skillsthey develop. So OSH needs to be included in the European system of credit pointsfor skills.OO More information/models about how we can reach the university sector areneeded. Perhaps another working method is needed. How do parties collaborate?An exchange of ideas and concrete tools is needed.OO A holistic approach is needed combining OSH education and OSH within theuniversities – ‘safe and healthy universities’.E u r o p e a n Ag e n c y f o r Sa f e t y a n d He a l t h a t Wo r k169
