productive transformations <strong>in</strong> the country‟s economy along with much greater potentials forproductive employment generation.While this <strong>Report</strong> demonstrates <strong>Bangladesh</strong>‟s capacity for achiev<strong>in</strong>g the goal of povertyreduction with<strong>in</strong> the target timeframe, atta<strong>in</strong><strong>in</strong>g food security and nutritional wellbe<strong>in</strong>grema<strong>in</strong>s a challenge. The challenges of atta<strong>in</strong><strong>in</strong>g some targets such as eradicat<strong>in</strong>g extremepoverty and hunger (<strong>MDG</strong> 1), achiev<strong>in</strong>g universal primary education (<strong>MDG</strong> 2), improv<strong>in</strong>gmaternal mortality (<strong>MDG</strong> 5), and atta<strong>in</strong><strong>in</strong>g environmental susta<strong>in</strong>ability (<strong>MDG</strong> 7) are stillformidable and perhaps comparable to similar challenges faced by other South Asiancountries.In terms of <strong>MDG</strong> 2, especially relat<strong>in</strong>g to the goal of achiev<strong>in</strong>g universal primary education,the <strong>Report</strong> br<strong>in</strong>gs out significant challenges that the education sector faces <strong>in</strong> achiev<strong>in</strong>g thetargets which <strong>in</strong>clude ensur<strong>in</strong>g survival rate to grade V, improv<strong>in</strong>g quality of primaryeducation, <strong>in</strong>creas<strong>in</strong>g share of education <strong>in</strong> government budget and <strong>in</strong>creas<strong>in</strong>g coverage andimprov<strong>in</strong>g quality of adolescent and adult literacy programmes. Achiev<strong>in</strong>g gender parity atthe tertiary level also rema<strong>in</strong>s as a big challenge. Similarly, the share of women <strong>in</strong> wageemployment <strong>in</strong> non-agriculture is hover<strong>in</strong>g around 20 percent for the last two decades. Theproportion of seats held by women <strong>in</strong> national parliament, though impressive, is unlikely toachieve the target of 33 percent <strong>in</strong> 2015.In the case of improv<strong>in</strong>g maternal mortality (<strong>MDG</strong> 5), <strong>Bangladesh</strong> is on track to achieve thetarget of reduc<strong>in</strong>g maternal mortality ratio but the target of universal access to reproductivehealth needs more attention even for ensur<strong>in</strong>g the susta<strong>in</strong>ability of the success achieved sofar. Similarly, notwithstand<strong>in</strong>g the low <strong>in</strong>cidence of the communicable diseases and theprogress made <strong>in</strong> the area, <strong>Bangladesh</strong> faces significant challenges <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the trend.These <strong>in</strong>clude <strong>in</strong>adequate coverage of most at risk population, limited technical andmanagerial capacity, and lack of strategic <strong>in</strong>formation management.For environmental susta<strong>in</strong>ability (<strong>MDG</strong> 7), some of the important challenges are: ensur<strong>in</strong>gefficient use of forest resources, lack of facilitat<strong>in</strong>g technology, lack of proper regulation andadequate enforcement that reveal the gaps <strong>in</strong> expected fisheries sector development,<strong>in</strong>adequate <strong>in</strong>formation <strong>in</strong> the area of chemical fertilizer consumption and energy mix, anddevelop<strong>in</strong>g water efficient agricultural practices. Concerted efforts are needed to overcomethese challenges and for susta<strong>in</strong>able growth and development <strong>in</strong> achiev<strong>in</strong>g the <strong>MDG</strong>s relatedto environmental susta<strong>in</strong>ability.For <strong>MDG</strong> 8, a genu<strong>in</strong>e global partnership for development is yet to emerge which is mostlydue to the absence of the expected cooperation from the OECD and developed donorcountries as promised <strong>in</strong> the Millennium Development Declaration. Thus stimulat<strong>in</strong>geffective global partnership especially focus<strong>in</strong>g on the development of the LDCs like<strong>Bangladesh</strong> rema<strong>in</strong>s as yet a big challenge for the future.<strong>Bangladesh</strong>, like other less developed countries, suffers from significant development gaps<strong>in</strong>clud<strong>in</strong>g slow and fluctuat<strong>in</strong>g economic growth, ris<strong>in</strong>g <strong>in</strong>equalities, <strong>in</strong>adequate structuraltransformation, gaps <strong>in</strong> achiev<strong>in</strong>g the <strong>MDG</strong>s, persistence of food <strong>in</strong>security, low employment109
