Indicator 1.6: Proportion of employed people living below $1 (PPP) per dayThe proportion of employed persons living below $1 (PPP) per day, or the working poor, isthe share of individuals who are employed, but nonetheless live in a household whosemembers are living below the international poverty line of $1.25 a day, (measured at 2005international prices), adjusted for purchasing power parity (PPP). Thus one can calculateWorking poverty rate = Employed persons living below poverty line divided by totalemploymentEmployment is defined as persons above a specified age who performed any work at all, inthe reference period, for pay or profit (or pay in kind), or were temporarily absent from a jobfor such reasons as illness, maternity or parental leave, holiday, training or industrial dispute.Unpaid family workers who work for at least one hour is included in the count ofemployment, although many countries use a higher hour limit in their definition. There is noofficial data in Bangladesh on this indicator. However, the UN data is presented in Figure2.9, which displays considerable fluctuations in this indicator between 1992 and 2005.Figure 2.9: Proportion of Employed People Living Below $1.25 (PPP) per Day% of employed people living below PPP $ 1.2558565452504846% of employed peopleliving below PPP $1.25Source: http://mdgs.un.org/unsd/mdg/Data.aspx1992 1996 2000 200555.9 51.4 56.1 50.1Indicator 1.7: Proportion of own-account and contributing family workers in totalemploymentOwn-account workers are those who, working on their own account or with one or morepartners, hold the type of jobs defined as self-employment (i.e. remuneration is directlydependent upon the profits derived from the goods and services produced), and have notengaged on a continuous basis any employees to work for them during the reference period.Contributing family workers, also known as unpaid family workers, are those workers whoare self-employed, as own-account workers in a market-oriented establishment operated by arelated person living in the same household. The share of vulnerable employment iscalculated as the sum of contributing family workers and own-account workers as apercentage of total employment. There is no official data in Bangladesh to monitor theprogress of this indicator. However, the UN data, as shown in Figure 2.10, exhibit a decliningtrend between 1996 and 2003 but the proportion increased somewhat in 2005. The LabourForce Survey 2010 shows that nearly 63 percent of all employed persons in Bangladesh areeither self-employed or unpaid family workers. Obviously, an important concern for the BBS,the national statistical agency, is to identify the MDG indicators for which no data areavailable and take urgent measures for generating the required information for regularmonitoring.30
