Executive SummaryIt is encourag<strong>in</strong>g to note that <strong>Bangladesh</strong> has already met several targets of the <strong>MDG</strong>s likereduc<strong>in</strong>g poverty gap ratio, atta<strong>in</strong><strong>in</strong>g gender parity at primary and secondary education,under-five mortality rate reduction, conta<strong>in</strong><strong>in</strong>g HIV <strong>in</strong>fection with access to antiretroviraldrugs, children under five sleep<strong>in</strong>g under <strong>in</strong>secticide treated bed nets, detection and cure rateof TB under DOTS and others. In addition, <strong>Bangladesh</strong> has made remarkable progress <strong>in</strong> theareas of poverty reduction, reduc<strong>in</strong>g the prevalence of underweight children, <strong>in</strong>creas<strong>in</strong>genrolment at primary schools, lower<strong>in</strong>g the <strong>in</strong>fant mortality rate and maternal mortality ratio,improv<strong>in</strong>g immunization coverage and reduc<strong>in</strong>g the <strong>in</strong>cidence of communicable diseases.The Household Income and Expenditure Survey (HIES) 2010 data show that the <strong>in</strong>cidence ofpoverty is decl<strong>in</strong><strong>in</strong>g at a rate of 2.47 percent per year s<strong>in</strong>ce 1991-92 <strong>in</strong> <strong>Bangladesh</strong>. It can besaid that the target of halv<strong>in</strong>g the population liv<strong>in</strong>g below the poverty l<strong>in</strong>e is already achieved<strong>in</strong> <strong>2012</strong>.On the other hand, areas <strong>in</strong> need of greater attention are hunger-poverty reduction andemployment generation, <strong>in</strong>creases <strong>in</strong> primary school completion and adult literacy rates,creation of decent wage employment for women, <strong>in</strong>crease <strong>in</strong> the presence of skilled healthprofessionals at delivery, <strong>in</strong>crease <strong>in</strong> correct and comprehensive knowledge on HIV/AIDS,<strong>in</strong>crease <strong>in</strong> forest coverage, and coverage of Information and Communication Technology.Goal 1: Eradicate Extreme Poverty and Hunger<strong>Bangladesh</strong> has made commendable progress <strong>in</strong> respect of eradication of poverty and hunger.It has susta<strong>in</strong>ed a GDP growth rate <strong>in</strong> excess of 6 percent <strong>in</strong> recent years that has played apositive role <strong>in</strong> eradicat<strong>in</strong>g poverty. The robust growth has been accompanied bycorrespond<strong>in</strong>g improvements <strong>in</strong> several social <strong>in</strong>dicators such as <strong>in</strong>creased life expectancyand lower fertility rate despite hav<strong>in</strong>g one of the world‟s highest population densities. The<strong>in</strong>clusive growth has resulted <strong>in</strong> impressive poverty reduction from 56.7 percent <strong>in</strong> 1991-92to 31.5 percent <strong>in</strong> 2010; the rate of reduction be<strong>in</strong>g faster <strong>in</strong> the present decade than theearlier ones. The latest HIES 2010 data show that the <strong>in</strong>cidence of poverty has decl<strong>in</strong>ed at anannual rate of 2.47 percent <strong>in</strong> <strong>Bangladesh</strong> dur<strong>in</strong>g 1992-2010 aga<strong>in</strong>st the <strong>MDG</strong> target of 2.12percent. <strong>Bangladesh</strong> has already met one of the <strong>in</strong>dicators of target 1 by br<strong>in</strong>g<strong>in</strong>g down thepoverty gap ratio to 6.5 aga<strong>in</strong>st 2015 target of 8.0. The estimated figures suggest that the<strong>MDG</strong> target of halv<strong>in</strong>g the population liv<strong>in</strong>g below the poverty l<strong>in</strong>e (from 56.7 percent to29.0 percent) has already been achieved <strong>in</strong> <strong>2012</strong>. Unemployment as well asunderemployment is especially dom<strong>in</strong>ant among the young people between 15 to 24 years ofage. This age group comprises nearly 9 percent of the country‟s population and 23 percent ofthe labour force. Moreover, while <strong>Bangladesh</strong> has demonstrated its capacity for achiev<strong>in</strong>g thegoal of poverty reduction with<strong>in</strong> the target timeframe, atta<strong>in</strong><strong>in</strong>g food security and nutritionalwellbe<strong>in</strong>g still rema<strong>in</strong>s a challenge. The challenges with regard to reduc<strong>in</strong>g <strong>in</strong>come <strong>in</strong>equalityand the low economic participation of women also rema<strong>in</strong> as major concerns.14
