Foreword„Millennium Development Goals: <strong>Bangladesh</strong> Progress <strong>Report</strong> <strong>2012</strong>‟ is the sixth report monitor<strong>in</strong>gthe progress of <strong>MDG</strong>s <strong>in</strong> <strong>Bangladesh</strong> after 2005. This report is prepared and published by the GeneralEconomics Division (GED) of the Plann<strong>in</strong>g Commission after tak<strong>in</strong>g <strong>in</strong>puts from differentm<strong>in</strong>istries/divisions/agencies that are implement<strong>in</strong>g various programmes/projects with the aim toachiev<strong>in</strong>g the set goals.The report shows that <strong>Bangladesh</strong> has achieved remarkable progresses <strong>in</strong> the areas of povertyalleviation, primary school enrolment, gender parity <strong>in</strong> primary and secondary level education,lower<strong>in</strong>g the <strong>in</strong>fant and under-five mortality rate and maternal mortality ratio, improv<strong>in</strong>gimmunization coverage and reduc<strong>in</strong>g the <strong>in</strong>cidence of communicable diseases. The 2010 HIES datareveal that <strong>in</strong>cidence of poverty has been decl<strong>in</strong><strong>in</strong>g at an annual rate of 2.47 percent <strong>in</strong> <strong>Bangladesh</strong>dur<strong>in</strong>g 1991-1992 to 2010. In this context it can be said that the target of halv<strong>in</strong>g the population liv<strong>in</strong>gunder the poverty l<strong>in</strong>e has already been achieved <strong>in</strong> <strong>2012</strong>.The report <strong>in</strong>dicates the challenges of achiev<strong>in</strong>g <strong>MDG</strong>s <strong>in</strong> several key areas. The education sectorfaces significant challenges <strong>in</strong> achiev<strong>in</strong>g some of the targets which <strong>in</strong>clude ensur<strong>in</strong>g survival rate tograde V, improv<strong>in</strong>g quality of primary education, <strong>in</strong>creas<strong>in</strong>g share of education <strong>in</strong> government budgetand <strong>in</strong>creas<strong>in</strong>g coverage and improv<strong>in</strong>g quality of adolescent and adult literacy programmes.Notwithstand<strong>in</strong>g the low <strong>in</strong>cidence of the communicable diseases and the progress made, <strong>Bangladesh</strong>faces challenges <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the trend. These <strong>in</strong>clude <strong>in</strong>adequate coverage of Most at RiskPopulation, limited technical and managerial capacity and lack of strategic <strong>in</strong>formation management.In case of environment, some of the important challenges are: efficient use of forest resources, lack offacilitat<strong>in</strong>g technology, lack of proper regulation and adequate enforcement that reveal the gaps <strong>in</strong>expected fisheries sector development, lack of <strong>in</strong>formation <strong>in</strong> the area of chemical fertilizerconsumption and energy mix, and develop<strong>in</strong>g water efficient agricultural practices. All thesechallenges have to be overcome with concerted efforts by all for susta<strong>in</strong>able growth and development<strong>in</strong> achiev<strong>in</strong>g <strong>MDG</strong>s.The challenges ahead of <strong>Bangladesh</strong> call for mobiliz<strong>in</strong>g required resources and targeted <strong>in</strong>terventions<strong>in</strong> the areas lagg<strong>in</strong>g beh<strong>in</strong>d. This report would assist the Government of <strong>Bangladesh</strong> and otherstakeholders to take appropriate measures regard<strong>in</strong>g the off-track targets to br<strong>in</strong>g <strong>in</strong> l<strong>in</strong>e to achieve the<strong>MDG</strong>s by 2015. A new chapter has been added on the activities and process of prepar<strong>in</strong>g newDevelopment Goals beyond 2015 period, so that the relevant stakeholders are <strong>in</strong>formed and beengaged <strong>in</strong> the preparation process of new goals and targets that will, however, be f<strong>in</strong>alized <strong>in</strong> 2015.I am thankful to all <strong>in</strong>clud<strong>in</strong>g concerned GED officials and other Focal Po<strong>in</strong>ts <strong>in</strong> the relevantM<strong>in</strong>istries who helped us provid<strong>in</strong>g timely data/<strong>in</strong>formation <strong>in</strong> preparation of this <strong>Report</strong>.
