Per<strong>for</strong>mance shall beequivalent to that specified <strong>for</strong> Citywide Common Channel Interconnection noted elsewhere.Contractor may quote a dispatcher-enabled link arrangement, or a more innovative approach(preferred). The control station <strong>for</strong> this link would be located in <strong>the</strong> Dispatch Center EquipmentRoom at Fire Station 1.ENCRYPT – Voice EncryptionThe City requires digital voice encryption to eliminate eavesdropping and interception of tacticalmovements, sensitive in<strong>for</strong>mation and o<strong>the</strong>r ongoing investigations work. It is not anticipatedthat day-to-day communications will be encrypted. Under this requirement, all police vehicularand portable radios would be equipped with voice encryption capability, as well as all dispatchworkstations. Encryption would be possible on <strong>the</strong> digital PD TAC2 channel. Encryption isrequired on all over-<strong>the</strong>-air transmissions. Additionally, encryption shall also operate on a unitto-unit(repeater talkaround and direct) basis as well.One key loader will be provided in <strong>the</strong> Dispatch Equipment Room.To ensure compatibility with future networks of o<strong>the</strong>r manufacturers or o<strong>the</strong>r agencies, <strong>the</strong> Cityrequires AES (Advanced Encryption Standard) approved FIPS (Federal In<strong>for</strong>mation ProcessingStandard) standard. Proposers will address <strong>the</strong> following AES on Project 25 systems is describedin ANSI/TIA/EIA-102.AAAD (2002), titled “Project 25 - Block Encryption Protocol.”Contractors shall indicate <strong>the</strong> following in <strong>the</strong>ir proposals:Compliance with AES on Project 25 systems as described in ANSI/TIA/EIA-102.AAAD(2002), titled “Project 25 - Block Encryption Protocol.”City of San Luis Obispo 11 Radio System Upgrade TECHNICAL APPENDIX
