Section 2. <strong>RADIO</strong> <strong>SYSTEM</strong> PERFORMANCE REQUIREMENTSThis Section describes system per<strong>for</strong>mance requirements <strong>for</strong> <strong>the</strong> new radio networks or specificsubsystems. The acceptance test procedures required to demonstrate compliance with <strong>the</strong> per<strong>for</strong>mancerequirements here are contained in o<strong>the</strong>r Sections of <strong>the</strong> Specification.Radio CoverageA. The City has selected repeater and receiver sites based on experience of reliableper<strong>for</strong>mance with regard to signal strength and building penetration. The Contractorshall be responsible <strong>for</strong> meeting a communications reliability level specified herein at95% of locations served by <strong>the</strong> proposed sites, in narrowband digital mode.B. At <strong>the</strong> City’s Option, this will be confirmed through outdoor signal strengthmeasurements (to ensure enough margin exists <strong>for</strong> predicted indoor coverage) andBER measurements (<strong>for</strong> overall outdoor coverage and simulcast overlap). Thecontractor shall be contractually bound to meet this requirement in <strong>the</strong> areas shownon <strong>the</strong>ir submittals.C. The contractor shall be responsible <strong>for</strong> <strong>the</strong> actual effectiveness of propagationcoverage of <strong>the</strong> radio system, including both <strong>the</strong> voice quality and <strong>the</strong> signal levelachieved. Contractors shall submit verifiable coverage prediction maps showinganticipated coverage per<strong>for</strong>mance given <strong>the</strong> sites proposed herein.D. The required City Service coverage areas are shown in <strong>the</strong> <strong>Appendix</strong>. All areasshould be combined and treated as one contiguous area. A geo-coded <strong>for</strong>m is alsoavailable from <strong>the</strong> City upon request.Radio Site SelectionThe Proposal shall include all proposed primary conventional radio sites, including <strong>the</strong> newtransmitters defined in Special Operation Requirements TRANS3 and TRANS2.Basis of Coverage DesignThe above goal is based on <strong>the</strong> following design criteria:1. Transmit powers and receiver sensitivity as described in <strong>the</strong> <strong>Specifications</strong>2. Delivered Audio Quality (DAQ) of 3.4, equivalent to a Bit Error Rate (BER) of2%.3. DAQ criterion of 3.4 is described in TSB-88B as "Speech understandable withrepetition only rarely required. Some Noise/Distortion." The above criteriacon<strong>for</strong>m to <strong>the</strong> approach described in <strong>the</strong> most recent version of TIA TSB-88B,Wireless Communications Systems; Per<strong>for</strong>mance in Noise and Interference –Limited Situtations; Recommended Methods <strong>for</strong> Technology – IndependentModeling, Simulation and Verification.4.
