PrefaceCNSAThe scope of human activities hasexperienced expansion from land to ocean,from ocean to atmosphere, and from atmosphereto outer space.Space technology, which emerged in the 1950s,opened up a new era of human exploration ofouter space.171
CNSAHaving rapidly developed for about half acentury, human space activities have scoredremarkable achievements.Since the first man-made satellite wassuccessfully launched into outer space in 1957, theworld space activities have become more and moreactive. Formulation of international rules for worldspace activities is needed in order to negotiate andresolve the legal issues concerned.172
