ESA Role in Space Law• ESA main aim was to play a federative role inEurope in the area of space research andtechnology and their applications.• ESA should also help coordinate national effortsin the field of space law as a natural extension ofthis work.• ESA had become an observer and actor withinthe international space community andparticularly within COPUOS and its LegalSubcommittee.• The contribution of ESA to the development ofspace law had become evident.467
The need for an ECSLBy the end of the eighties, the creation of aEuropean Centre for Space Law, in an ESAframework, had become essential.• A new impetus came from the negotiations on theinternational space station.• Out of these requirements came the idea ofsetting up ECSL, as a flexible instrument, open tothe various communities, law faculties, politicalscience research institutes, scientists, companylawyers, practitioners, academic community andstudents.• The proposal was submitted to an assemblyconvened in October 1988 to adopt a Charter.
