The need for an ECSLBy the end of the eighties, the creation of aEuropean Centre for Space Law, in an ESAframework, had become essential.• A new impetus came from the negotiations on theinternational space station.• Out of these requirements came the idea ofsetting up ECSL, as a flexible instrument, open tothe various communities, law faculties, politicalscience research institutes, scientists, companylawyers, practitioners, academic community andstudents.• The proposal was submitted to an assemblyconvened in October 1988 to adopt a Charter.
