5.2.1 New Upper Floridan Aquifer Reverse Osmosis (RO) WTP<br />

A new upper Floridan aquifer reverse osmosis water treatment plant is to be<br />

constructed. The exact location <strong>of</strong> this plant has not yet been determined, but is<br />

expected to be in the northern part <strong>of</strong> the County (i.e., Hialeah). Ownership,<br />

financing, and operational issues associated with the RO WTP is the subject <strong>of</strong> a Joint<br />

Participation Agreement (JPA) between the County and the <strong>City</strong> <strong>of</strong> Hialeah, which<br />

was approved by the <strong>Miami</strong>-Dade County Board <strong>of</strong> County Commissioners on July<br />

26, 2007. Regardless <strong>of</strong> the outcome, the WTP will directly utilize the Floridan<br />

Aquifer as the alternative water supply using the RO treatment to remove salt. The<br />

County is currently preparing a Notice to Pr<strong>of</strong>essional Consultants (NTPC) to select<br />

the design pr<strong>of</strong>essional for the project. It is anticipated that this plant will be<br />

constructed to an initial capacity and its capacity expanded, as required, in three<br />

phases, as described below.<br />

5.2.1.1 Phase 1 (10 MGD)<br />

Phase 1 planning and design <strong>of</strong> this WTP will begin in the middle <strong>of</strong> 2007, with<br />

construction and start-up extending to 2012. The Phase 1 production for this plant<br />

will be 10 mgd. The Phase 1 cost is estimated at $93 million.<br />

5.2.1.2 Phase 2 (5 MGD)<br />

Finish 2018<br />

Phase 2 planning and design <strong>of</strong> this WTP will begin in the middle <strong>of</strong> 2015, with<br />

construction and start-up extending to 2018. The Phase 2 production for this plant<br />

will be 5 mgd. The Phase 2 cost is estimated at $25 million.<br />

5.2.1.3 Phase 3 (2.5 MGD)<br />

Phase 3 planning and design <strong>of</strong> this WTP will begin in the middle <strong>of</strong> 2025, with<br />

construction and start-up extending to 2028. The Phase 3 production for this plant<br />

will be 2.5 mgd. The Phase 3 cost is estimated at $9.7 million.<br />

5.2.2 Floridan Aquifer Blending (and ASR) at Alexander Orr, Jr.<br />

<strong>Water</strong> Treatment <strong>Plan</strong>t (7.2 MGD)<br />

The Upper Floridan Aquifer wells are in service and the blending <strong>of</strong> brackish and<br />

fresh water is underway in 2007. The anticipated UFA quantity is 7.2 MGD <strong>of</strong>
