Our LEP will provide strategic leadership for the area with a clear and shared vision that focuses oncreating the conditions for businesses to start up and grow. We will foster an environment in whichbusinesses can flourish, leading to the creation of jobs and rebalancing of our local economy. We willwork collectively to ensure that the planning system, provision of housing, transport and infrastructureare geared towards promoting and supporting employment and enterprise, including a transition to a lowcarbon economy.Our PrioritiesIn formulating this submission recent consultation on our Economic Strategy and detailed discussionsbetween business and <strong>Council</strong>s have confirmed that our priorities are to:Deliver the strategic employment sites and related infrastructure (services, highways access utilitiesetc) needed to secure sustainable economic growth and a low carbon economy.Ensure we have the right support for business start up, business growth, business retention – focussingon meeting the needs of our strategic businesses, ‘high growth’ SMEs and the social enterprise sector.Deliver the right infrastructure for business, including improved high speed broadband availability,improving access from the M5 to the Malvern Hills Science Park and QinetiQ, improving the routesleading to Herefordshire and creating better access for our strategic businesses and their supply chainsin the north of the county to the motorway network through improvements to east-west links andthe A449Invest in the skills of our workforce ensuring that provision is responsive to business needs, andrelevant to future growth and business opportunitiesWe will ensure that our strategic and local planning is responsive to local community aspirations includingthriving business, jobs and enterprise.We will draw together the transport and infrastructure priorities including broadband, road, rail and theutilities necessary to support economic growth into a strategic plan. We will seek to deliver these workingwith other LEPs, service providers and government departments as appropriate.Work life balances here make the area an attractive place to work. One of the first tasks of the LEP will beto create the vision and strategy to realise this ambition for its businesses in work and its citizens.The biggest single challenge we have is to encourage investors to the area to capitalise on theopportunity. Major financial institutions in Cheltenham and Birmingham are approached throughWorcester intermediaries regularly and the LEP is tasked with attracting these organisations to createlocal presence in <strong>Worcestershire</strong>.The <strong>Worcestershire</strong> Partnership published a refreshed <strong>Worcestershire</strong> Economic Strategy in 2008, whichwas refreshed in 2010. This set out the following vision for <strong>Worcestershire</strong>'s economy:
