particular, the provision of green infrastructuremust be considered to safeguard transportnetworks from flooding and enhance thequality of life for <strong>Worcestershire</strong>'s residents.Projected rises in fossil fuel costs and thecurrent high costs of alternative fuels arelikely to strongly influence the way wetravel in future.The <strong>Worcestershire</strong> LTP3 contains a number ofdocuments which focus on improving transportchoice for residents and visitors to<strong>Worcestershire</strong>. The <strong>County</strong> <strong>Council</strong> willcontinue to enhance infrastructure to facilitateall modes as funding (and a robust businesscase) is identified.Government is increasingly driving the 'bigsociety' agenda, which seeks to devolvedecision making to the local level. As such,local communities are becomingincreasingly empowered to decide theirown fate, without intervention fromcentral government.This LTP3 has been developed and structuredto be compliant with government policy, andhas focussed specifically on meeting localobjectives and aspirations, in line with thelocalism agenda. This LTP3 will include adetailed delivery plan, which will be deliveredin response to available funding and resources.The ability for delivery partners (inparticular in the education and healthsectors) to contribute towards achievingobjectives is likely to change, as revisedorganisational structures evolve. As such,the planning and delivery of joint transportschemes (such as enhancements athospitals, colleges and universities) maybecome more challenging to fund anddeliver.The development of the <strong>Worcestershire</strong><strong>Transport</strong> Scheme Appraisal Framework willenable those schemes which have clearlyidentifiable funding cases to be prioritised.Where schemes are promoted which requireadditional funding from partners organisations,they will be required to prove that funding isavailable and in place in order to be included inthe LTP3 <strong>County</strong> and Area <strong>Transport</strong> Strategies(The Delivery <strong>Plan</strong>s)
