Individual members of the public cansometimes feel that the delivery of localtransport policy contradicts theiraspirations for transport in the <strong>County</strong>.The <strong>Worcestershire</strong> LTP3 has been developedto meet the needs of the local community,based on a robust evidence base which isoutlined in the Essential References Document.All transport schemes that are delivered in thisLTP3 plan period will be based on evidence, andso will be designed to provide the greatestbenefits to the people of <strong>Worcestershire</strong>. It isrecognised that while this approach may notmeet all of the electorate's expectations, it will,however, deliver excellent value for money andproven benefits to the public.The population is ageing, particularly in<strong>Worcestershire</strong>'s rural areas, which is likelyto cause changes in travel demand, inparticular, increased demand for passengertransport solutions to access key servicesand facilities in our urban areas.A <strong>Worcestershire</strong> Integrated Passenger<strong>Transport</strong> Strategy has been developed as partof the LTP3. This policy seeks to develop thetransport networks in <strong>Worcestershire</strong> to meetthe needs of residents. As such, <strong>Worcestershire</strong><strong>County</strong> <strong>Council</strong> will seek to maximiseaccessibility to essential services and facilities,within the constraints of available funding anddemand to travel.Rates of obesity and heart disease remainmajor health issues in <strong>Worcestershire</strong>, duein part to sedentary lifestyles andincreased affluence.The LTP3 contains a number of policiesfocussed on cycling, walking and public realmwhich seek to promote schemes whichenhance the environment (particularly in urbanareas) to support the use of active modes.
