Reduce street clutter and promote the development of high quality public realm schemes which willincrease the attractiveness of our urban centres, with consequent benefits to the retail, leisure andtourist sectors of the local economy (See Walking and Public Realm Policy)Develop strategic traffic and parking management plans which cover entire urban areas. Theresulting plan will then set out a focussed investment programme, including both highways (onstreet)and off-street parking capacity aimed at improving the efficiency of our constrained urbantransport networks (with consequent journey time, reliability and cost benefits to the economy) andencouraging visits to our town and city centre with consequent benefits to the local economy (formore details, see the Traffic Management and Parking Policy)Delivering more motorcycle parking spaces where demand requires it and space is available, therebyincreasing travel choice and encouraging visits to our urban centres with consequent benefits to thelocal economy (see the Motorcycle Policy)Work with the Borough, City and District <strong>Council</strong>s to develop a robust, standardised enforcementprocedure across <strong>Worcestershire</strong> for all traffic and parking management measures (see the TrafficManagement and Parking Policy)Continue to work in partnership with planning authorities and developers to ensure that all newdevelopments in the county are designed to be sustainable financially, economically andenvironmentally, ensuring that the transport network has sufficient investment to enable it tocontinue to support economic growth (see the Development Control (<strong>Transport</strong>) Policy)Ensure that promoters of new developments identify and contribute appropriately toward the costof, the on and off-site transport infrastructure and services required to deliver accessible andsustainable new developments. Without such investment it will not be possible to deliver thetransport infrastructure and services needed to (see the Development Control (<strong>Transport</strong>) Policy)New developments must be designed and located to minimise the impact on the transport network,such that journey times, reliability and transport costs do not deteriorate (and adversely impacteconomic performance). Measures to achieve this will include: Locating new developments onexisting walking, cycling passenger transport and highways routes and services, maximising use ofnon-car modes, such that the impact on congested sections of the highway network are minimised,investing in walking, cycling and passenger transport infrastructure and services enabling newdevelopments to be served without incurring ongoing additional revenue costs to <strong>Worcestershire</strong><strong>County</strong> <strong>Council</strong> (see the Development Control (<strong>Transport</strong>) Policy)New development must have in place adequately funded and managed Travel <strong>Plan</strong>s which supportthe delivery of sustainable development and support the economy through ensuring the efficientoperation of the transport network (see the Development Control (<strong>Transport</strong>) Policy)
