DEVELOPMENT GUIDANCE SYSTEM4. A telecommunication antenna tower or alternative telecommunicationantenna tower structure may be constructed to a maximum height oftwo hundred fifty feet (250’) regardless of the maximum allowed heightfor the zone in which it is located. This also applies to any tower tallerthan fifteen feet (15’) constructed on the top of another building, withthe height being the overall height of building and tower togethermeasured from the grade to the highest point. When anytelecommunication antenna tower or alternative telecommunicationantenna tower structure is taller than the distance from its base to thenearest property line, the applicant shall furnish a certification from anengineer registered in the Commonwealth of Kentucky that the towerwill withstand winds of seventy (70) miles per hour in accordance withcurrent ANSI/EAI/TAI standards. When a tower taller than fifteen feet(15’) constructed on the top of another building results in the overallheight of the building and tower, including any antenna, being greaterthan the distance from the base of the building to the nearest propertyline, the applicant shall furnish this same certification.5. A telecommunication antenna tower or alternative telecommunicationantenna tower structure may be artificially lighted ONLY with steadyburningred obstruction lights (FAA type L-810) or flashing redobstruction lights (FAA type L-864) flashing no faster than twenty (20)flashes per minute. Flashing red obstruction lights (FAA type L-864)flashing faster than twenty (20) flashes per minute, medium intensityflashing white obstruction lights (FAA type L-865 or L-866), highintensity flashing white lights (FAA type L-856 or L-857), or dualflashing red obstruction lights and medium intensity flashing whiteobstruction lights (FAA types L-864/L-865) may be used ONLY whenthe FAA specifies that the specific lighting pattern is the ONLY lightingpattern acceptable to promote aviation safety.6. The site shall be unstaffed. Personnel may periodically visit the site formaintenance, equipment modification, or repairs. To accommodatesuch visits, access shall be only from access points approved by theapplicable Road Department, and there shall be provided on site anarea sufficient to accommodate the parking of the service vehicle.7. The site shall be enclosed by an eight foot (8’) high solid wood securityfence, and the fence may be located in any required yard at anyheight, but not in the sight triangle. The use of barbed wire or sharppointed fences shall be prohibited.8. Screening shall be provided by evergreen trees, with a minimum heightof five (5) feet, planted in a staggered pattern at a maximum distanceof ten (10) feet on center. The Director may increase the distancebetween plantings based on the type (species) of evergreen tree andits growth characteristics. The screening shall be placed within theLease Area. A break in the landscape screening, not to exceed fifteenTELECOMMUNICATION TOWERS 113
