DEVELOPMENT GUIDANCE SYSTEMF. MASTER PLAN – FINAL PLANSAfter approval of a Master Plan by the Commission, theowner/developer shall prepare detailed plans for the improvement ofthe property for approval by the appropriate agencies. These detailedplans may include but are not limited to; subdivision plats, subdivisionimprovement plans, architectural design plans, development plans forindividual lots within the master plan development, landscaping plans,erosion prevention and sediment control plans, emergency responseplans, and signage plans. These plans should be submitted for finalapproval based on the phasing schedule approved by the Commission.G. MASTER PLAN – BINDING ELEMENTSIn addition to the Master Plan indicating site features, a bindingelements document shall be prepared in written form for each PD-1zone which shall include requirements, provisions, restrictions orconditions imposed by the Commission and any promises, covenants,agreements, or restrictions agreed to by the owner/developer. Thisdocument shall contain the phasing plan for development of theproject. The Commission and the owner/developer shall approve andexecute the binding elements document prior to any building permitbeing issued for construction activity.H. MASTER PLAN – AMENDMENTSAmendments to approved Master Plans can only be made by theCommission after a public hearing is conducted following the sameprocedures and criteria for the initial hearing approving the PD-1zoning and Master Plan.ZONING REGULATIONS 50
