DEVELOPMENT GUIDANCE SYSTEM3-15 PLANNED UNIT DEVELOPMENT (PD-1)A. INTENTA Planned Unit <strong>Development</strong> (PD-1) is defined as an area with aspecified minimum contiguous acreage to be developed as a singleentity according to a plan for residential and non-residential uses. ThePD-1 zone includes provisions for the clustering of buildings, a mixtureof land uses and building types, preservation of nature resources, andpromotion of common open space. The purpose of PD-1 regulations isto encourage and allow more creative and imaginative design of landdevelopments than is possible under conventional zoning regulations.This can be achieved by providing more flexibility in terms ofdevelopment standards and requirements such as setback and yardarea, lot size and dimensions, and building height. Ideally, thisflexibility results in a development that is better planned, contains moreamenities, is more desirable to live and work in and, ultimately,provides substantial benefits to the community and environmentcompared to the conventional zoning.A PD-1 shall be a design and density alternative. Each PD-1 shall beproperly planned and designed to include features that support thefollowing objectives:• To promote design creativity and excellence that will result in highqualitydevelopment;• To allow a mixture of land uses and building types not otherwiseallowed in a conventional zoning district by careful planning thatestablishes compatible relationships between uses within the siteand uses adjacent to the site;• To promote managed Centralized and Decentralized Wastewater<strong>System</strong>s that allow for increased density;• To encourage creative site design that seeks to preserve naturalresources, unique environmental and cultural features, and toensure that development occurs away from environmentallysensitive areas;• To provide for abundant, accessible and properly-located open andrecreational space, schools and other public and private facilities;• To promote the efficient use of land resulting in networks of utilities,streets and other infrastructure features that maximize theallocation of fiscal and natural resources;• To conserve energy through efficient building design, clustering,and a more sustainable use of the land• To incorporate planning, design and construction techniques thatminimize negative impacts on the environment and on humanquality of life; and,• To create a development pattern consistent with the adoptedComprehensive Plan and Recommended Land Use and<strong>Development</strong> Criteria.ZONING REGULATIONS 46
