occupancy, a complete study should be made, by<br />

ARRL (or someone concerned with the progress<br />

<strong>and</strong> growth of Amateur Radio) to determine what<br />

changes are necessary <strong>and</strong> vital in regard to b<strong>and</strong><br />

usage. In the opinion of this writer, (a consistently<br />

active ham for 49 hears) the CW b<strong>and</strong>s are loaded<br />

when contests are on- <strong>and</strong> pretty empty at other<br />

times. The VHF b<strong>and</strong>s are consistently empty, except<br />

during " openings" or contests. Ten meters,<br />

formerly the work horse of casual rag chewers,<br />

shows little occupancy now. Such an occupancy<br />

study, plus recommendations, both qualWed <strong>and</strong><br />

studied - to FCC- should result in changes, even<br />

though temporary, that would raise the occupancy<br />

of our empty b<strong>and</strong>s segments <strong>and</strong> reduce the QRM<br />

in the other sections.<br />

There is nothing sacred about FCC regulations.<br />

They can <strong>and</strong> should be changed when the need<br />

arises <strong>and</strong> without long delays, hearings <strong>and</strong> other<br />

proceedings.<br />

ARRL should have a better relationship with<br />

FCC <strong>and</strong> he able to advise FCC when <strong>and</strong> how the<br />

b<strong>and</strong> segments should be changed <strong>and</strong> redeployed!<br />

No one is served by holding to long usage concepts<br />

of the b<strong>and</strong>s when it is obviou s to any active ham<br />

that changes are desperately needed.<br />

On this point, why are so many licensees who are<br />

now permitted to utilize the "restricted" segments,<br />

still holding forth in the cluttered-up sections?<br />

With reference to certain aspects of the "de<br />

W2 NSD/l" article in your March issue, you may be<br />

interested in the following information.<br />

In the April 1967 QST, there appeared a request<br />

that members advise their Directors with respect<br />

to their opinions on (1) dues; (2) freeloaders;<br />

(3) docket 15928; (4) by-laws; (5) CB liaison. I<br />

wrote my Director, Gil Crossley, <strong>and</strong> sent copies to<br />

the then vice-Director <strong>and</strong> to Harry Dannals, Hudson<br />

Division Director, since I had a permanent QTH<br />

at my boyhood home in that area.<br />

My letter. in part, read: "Final item-amateur<br />

radio must have adequate representation in Washington.<br />

Maybe "lobby" is a nasty word to some, but<br />

it is a recognized procedure. We desperately need<br />

it, both for our protection <strong>and</strong> advancement. I<br />

spent many years in Washington as an industrial<br />

representative, <strong>and</strong> I know how much the right word<br />

in the right ear at the right time can accomplish.<br />

Plea se have this considered."<br />

I had no reply from either Harry or the Y-D, at<br />

that time W3KT, but I received a very nice note<br />

from Gil, which read, in part: " Relative to representation<br />

in Washington-that is very well taken<br />

care of, with amateurs in the different departments<br />

of the government <strong>and</strong> legislative halls. What I am<br />

saying is not ge nerally taken by many amateurs<br />

but things can't happen without our knowing it at<br />

once. I certainly felt the same before I was on the<br />

Board. For example, Bob Booth our legal advisor<br />

is president of the legal organization that practices<br />

before the FCC. To have a so-called lobby, it would<br />

have to be registered <strong>and</strong> we would likely lose our<br />

tax exempt statis." (Sic)<br />

Now, it seems to me that he simply does not underst<strong>and</strong><br />

what a lobbyist does, in the sense of the<br />

scope of the job beyond collection of information.<br />

So, I wonder if the other Directors may not likewise<br />

lack that underst<strong>and</strong>ing? If so, how can the<br />

question possibly receive adequate consideration?<br />
