for visitors to any other Coast Guard property.<br />

With the exception of government employees on<br />

official business, since 1963 it has been the judgment<br />

of the Coast Guard that all requests from individuals<br />

to visit Navassa Isla nd should be denied. There<br />

have been no new developments which would<br />

prompt us to change ou r po siti~f! ' The reasons for<br />

this position are several. In addition to. the dangers<br />

present in effecting a l<strong>and</strong>ing together with the complete<br />

lack of facilities o.r .".l ca~s of sustenance. the<br />

location remote from civilization wo uld make any<br />

visitor a li kely Search <strong>and</strong> Rescue case. ~~rthe r ­<br />

more, Haiti lays claim to Navassa as a Haitian dependency<br />

~nd refu s~ s to !~ cogn.ize i! as a ~ :S. t~r ­<br />

ritory. In VIew of this political situation a vrstt with<br />

radio equipment co uld easily be misi nterpreted, as<br />

it was recently in the Middle East.<br />

Moreover, call sign prefix " KC4" that was available<br />

for assignment to amateur stations has been deleted<br />

by the FCC, <strong>and</strong> the Co mmissio n no l?nge.~<br />

awards.<br />

Therefore , the Coast Guard feels that, due to all<br />

of the surrounding circumstances, it is in the best<br />

interest of all concerned to deny individuals the<br />

authority to vi sit Navassa for any purpose save official<br />

business. Consequently, we must deny your<br />

request.<br />

information o r be of further assistance, please feel<br />

Million Dollar Suit Progress Report<br />

As previously reported, the preliminary hearing<br />

before Judge Lieb III Federal Court in Tampa on<br />

Jan. 8th produced nothing co ncre te. The Judge<br />

asked for further briefs of law from both attorneys,<br />

to help him make a determination as to th~<br />

proper disposition of the base. As a result, W4GJO s<br />

attorney has filed two further briefs, approximating<br />

35 pages of well-researched law .<br />

The opposing lawyers are asking that the case<br />

be rem<strong>and</strong>ed to Circuit Court in Sarasota County<br />

for trial on the " Nuisance," "electronic invasion of<br />

privacy" <strong>and</strong> million ~o llar damage ch~r~s..
