The AR RL knew they had made a mistake afte r<br />

they made this proposa l but th ey were not big enough<br />

to admit it <strong>and</strong> we nt alo ng with the hope the<br />

IT C would have the good sense not to approve it .<br />

This was proved by the futile way they have tried<br />

to justify <strong>and</strong> defend it eve n saying they did it just<br />

to create a contro versy. How insane has an organization<br />

to become before it is committed? T hey<br />

don't have to be . they have committed suicide by<br />

themselves- "Give a fool enough rope , etc:'<br />

Wayne, fo r your information, th is incentive licensing<br />

has do ne much harm in many ways. J<br />

would like to mention a few instances that have<br />

come to my attention. I have a local friend that<br />

has been a ham for many, many years; he is sixty<br />

years old <strong>and</strong> has been very active in the past in the<br />

local radio club, on the TVI committee, etc., <strong>and</strong> has<br />

given many hours of code <strong>and</strong> theory classes a nd<br />

has man y local hams th at owe him for their tickets.<br />

He has always been a general <strong>and</strong> is a retired dentist.<br />

Well, he went to Miam i <strong>and</strong> took the Extra exam.<br />

He passed the CW but failed the theory. This was<br />

very emba rrassing to hi m <strong>and</strong> he has given up co m­<br />

pletely-I never hear him on the air anymore <strong>and</strong> he<br />

gave me four big boxes of parts <strong>and</strong> eq uipment- the<br />

contents of his junk box. You see, the ARR L has<br />

caused us to lose a very fme amateur. This is just<br />

one case I know abou t, there must be thous<strong>and</strong>s of<br />

othe rs that have just given up because of this irresponsible<br />

act of the ARRL <strong>and</strong> the FCC. In the interest<br />

of amateu r radio, I think you should still<br />

fight fo r the rescinding of this provision that has<br />

been fo rced on us.<br />

One of your arguments can be that ama teur<br />

radio is truly world-wide <strong>and</strong> international <strong>and</strong> th at<br />

it is unfair to the USA amateurs to be restricted by<br />

special examination fro m use of parts of the b<strong>and</strong>s<br />

that other countries do not restrict. Amateur radio<br />

is internatio nal <strong>and</strong> t he rules should be international-<br />

this is only fair play.<br />

For example, thi s has bro ught about another<br />

problem that of reciprocal licensing. We have here<br />

in South Florida a lot of retired Canadian hams<br />

that live here pe rmanently but because they are<br />

Canadians, have their VE calls <strong>and</strong> the Ft. Lauderdale,<br />

Fla., USA, address in the Canadian call book.<br />

Now, with this incentive licensing that t hey do not<br />

have in Canada they do not know what parts of the<br />

b<strong>and</strong>s they can use legally in the US. VE3Cl/W4<br />

Heith Love tal ked with me about this situa tion the<br />

other day; it affect s him. So you see, this unnccessary<br />

act is causing many problems that did not exist<br />

before <strong>and</strong> have no need to exist now- it should be<br />

rescinded.<br />

Needless to say, I am no longer a member of the<br />

ARRL. An organization that willfully disrespects<br />

the majority of its membership is not a democratic<br />

organization.<br />

Many of those 6000 Ex tra Class are old timers<br />

that gr<strong>and</strong>fathered in <strong>and</strong> have not been on the air<br />

for many years; we have several locally.<br />

Wayne, I wonder what has hap pened to the old<br />

steam in you-why has the fir e gone out? Have you<br />

given up <strong>and</strong> joined the opposition? God help us!<br />
