issues relevant to the AAF.<br />

79. As indicated above, Arnold was fully aware that this had already<br />

been accomplished and probably included this comment in order to confuse<br />

any unauthorized persons who gained access to the diary.<br />

81. At this session, the CCS presented their military report to Truman<br />

and Churchill. After some discussion over wording in the draft, it was<br />

adopted. No issue relevant to the AAF appeared in the printed account. The<br />

record <strong>of</strong> the meeting is printed in FRUS, Potsdam, vol. 2, 339–44; the final<br />

report is on 1462–73.<br />

82. The Cecelienh<strong>of</strong> Palace at Potsdam was a relatively modern building<br />

completed in 1913 for Cecelie <strong>of</strong> Mecklenburg-Schwerin, wife <strong>of</strong> Crown<br />

Prince Wilhelm, son <strong>of</strong> Kaiser Wilhelm II.<br />

83. The abrupt reference is to the Tripartite (US, British, Soviet) military<br />

chiefs meeting at 2:30. General Antonov, chief <strong>of</strong> staff <strong>of</strong> the Soviet Army,<br />

spoke briefly about USSR “intentions and plans with reference to [entering<br />

the war against] the Japanese.” Arnold spoke at some length about the air<br />

war, emphasizing the AAF successes now that Okinawa had been secured.<br />

He stressed problems that the Japanese AF was having against <strong>American</strong><br />

raids. There is an account in FRUS, Potsdam, vol. 2, 344–53. A second meeting<br />

held that afternoon at 5:30 by the CCS dealt essentially with operations<br />

in the Southeast Asia Command. The account appears in FRUS, Potsdam,<br />

vol. 2, 375–78.<br />

84. Arnold had earlier cabled that Spaatz should coordinate the selection<br />

<strong>of</strong> targets with Maj Gen Groves; Arnold, Global Mission, 589.<br />

85. There appears no record <strong>of</strong> this discussion; Brig Gen George A. Lincoln,<br />

USA, OPD, War Department, Washington.<br />

86. Along with four other <strong>of</strong>ficers representing the Army and Navy, those<br />

named returned to Washington via the headquarters <strong>of</strong> “each Theater Commander<br />

so that we could inform each <strong>of</strong> them about what had transpired at<br />

Potsdam.” Their travels took them to Italy, India, China, the Philippines, Okinawa,<br />

Iwo Jima, Guam, and Hawaii. They had no knowledge, however, <strong>of</strong> the<br />

87. Gen Malin Craig, USA, had succeeded MacArthur and preceded<br />

George Marshall as Chief <strong>of</strong> Staff <strong>of</strong> the US Army in the period 1935–1939.<br />

Arnold worked closely with him after arriving in Washington in 1936. They<br />

had also formed a strong bond during the 1930s when Hap commanded<br />

March Field and Craig was the Army Area Corps commander. They were<br />
