nameless bank accounts <strong>of</strong> <strong>Holocaust</strong> victims in Switzerland, <strong>the</strong> gold pilfered by<br />

<strong>the</strong> Nazis throughout Europe or compensation for forced labourers in Germany<br />

and Austria. 6 <strong>The</strong> upsurge in interest in <strong>the</strong>se topics after <strong>the</strong> end <strong>of</strong> <strong>the</strong> Cold<br />

War was a telling expression <strong>of</strong> <strong>the</strong> subtle ‘affinity between property and memory’,<br />

as <strong>the</strong> German-Israeli historian Dan Diner put it. 7 Unresolved questions <strong>of</strong><br />

restitution, issues in which historians and <strong>the</strong> public had long shown no interest<br />

whatsoever, now began to drive a new global <strong>Holocaust</strong> culture <strong>of</strong> remembrance.<br />

This discourse paid greater attention to individual suffering, and thus to <strong>the</strong><br />

personal loss <strong>of</strong> possessions and assets, manifesting more generally a growing<br />

transnational consensus in values regarding human rights and genocide. 8<br />

Studies published over <strong>the</strong> last decade have significantly expanded our<br />

knowledge on expropriation and expulsion. But this work has also raised new<br />

questions, pointing up lacunae and deficiencies which future research must<br />

explore. <strong>The</strong> advances and new insights can be summarized in four points.<br />

1. <strong>The</strong> 1990s saw <strong>the</strong> publication <strong>of</strong> numerous regional and local studies in<br />

Germany dealing with expropriation and expulsion at new levels <strong>of</strong> concrete<br />

depth and detail. 9 It became clear from this work that especially when it came<br />

to <strong>the</strong> ‘Aryanization’ <strong>of</strong> Jewish firms, <strong>the</strong> initiatives <strong>of</strong> local functionaries <strong>of</strong>ten<br />

carried greater weight than central directives handed down from Berlin. <strong>The</strong><br />

regional NSDAP Gau Economic Advisors had a central hand in this process,<br />

along with local mayors, heads <strong>of</strong> administrative districts (Landräte) and municipal<br />

administrations. Chambers <strong>of</strong> Industry and Commerce and <strong>the</strong> Sectorial<br />

Groups in industry (<strong>the</strong> so-called Fachgruppen der Wirtschaft) also played a role.<br />

Legally binding procedural rules and regulations for <strong>the</strong> transfer <strong>of</strong> property<br />

were not issued until 1938, and even <strong>the</strong>se accorded regional institutions<br />

important powers in implementing ‘Aryanization’.<br />

Yet it was not only <strong>the</strong> number and influence <strong>of</strong> <strong>the</strong> regional institutions<br />

involved that proved far greater than previously assumed; <strong>the</strong> number <strong>of</strong><br />

beneficiaries and pr<strong>of</strong>iteers also dwarfed earlier estimates. Thus, in Hamburg<br />

alone, more than 100,000 individuals acquired objects formerly in Jewish possession,<br />

hundreds <strong>of</strong> firms changed hands and thousands <strong>of</strong> pieces <strong>of</strong> real estate<br />

came under new ownership, along with <strong>the</strong> furnishings <strong>of</strong> 30,000 Jewish households.<br />

A large proportion <strong>of</strong> <strong>the</strong>se items <strong>of</strong> furniture and household goods were<br />

pilfered from <strong>the</strong>ir owners throughout <strong>the</strong> whole <strong>of</strong> occupied Europe.<br />

In contrast with widely held views, it was principally small business proprietors<br />

and <strong>the</strong> owners <strong>of</strong> small and medium-sized firms who pr<strong>of</strong>ited from ‘Aryanization’,<br />

while <strong>the</strong> larger enterprises tended initially to keep <strong>the</strong>ir distance, holding<br />

a more conservative view <strong>of</strong> such transactions. 10 As a rule, Jewish property,<br />

especially firms and real estate, was acquired at a price far below market value,<br />

even when <strong>the</strong> ‘purchasers’ had sufficient options for action that would have<br />

allowed <strong>the</strong>m to provide <strong>the</strong> Jewish owner with full recompense.
