6. Vision and Goals<br />
Having detailed site-specific Goals Targets should not create a problematic tension<br />
between range-wide or regional SCSs and national or local Action Plans, because national<br />
government officials, national NGO staff, and other national species specialists and<br />
conservationists will have participated in the SCS writing process, and should have added<br />
sites to the minimum set identified at the range-wide level (this was the case, <strong>for</strong> example,<br />
in the recently completed draft National Action Plan <strong>for</strong> the <strong>Conservation</strong> of Vietnam’s Wild<br />
Cattle and Buffaloes which has additional sites to those identified during the earlier<br />
<strong>Strategic</strong> <strong>Planning</strong> Workshop <strong>for</strong> Southeast Asia’s Wild Cattle and Buffaloes; see section<br />
9.5).<br />
Furthermore, there should be different time-scales <strong>for</strong> the range-wide and national<br />
processes, with the national action plans more concerned with determining the Actions<br />
needed in the short-term (1–5 yrs).<br />
6.7 The advantages of having explicit Vision statements, Goals,<br />
and Goal Targets<br />
Explicitly stating and building consensus around a long-term range-wide Vision and its<br />
associated Goals and Goal Targets is likely to lead to effective conservation because:<br />
• It allows all the participants to explicitly discuss what saving the species actually<br />
means;<br />
• The Vision, Goals, and Goal Targets provide a mechanism to align conservation<br />
partners, including range State authorities, around a unified ef<strong>for</strong>t;<br />
• The Vision, Goals, and Goal Targets make it clear to range States, the donor<br />
community, and the wider public what the SCS aims to achieve;<br />
• The Goal Targets provide the basis <strong>for</strong> establishing indicator metrics to measure<br />
the effects of Actions so that it is possible to demonstrate successes or modify<br />
the interventions when they are failing or underper<strong>for</strong>ming.
