It is said that nothing unites the world<br />

like sport, and in today’s world, sporting<br />

events such as the FIFA World Cup are<br />

needed even more because they remind<br />

us of what we have in common, rather<br />

than what separates us.<br />

5.1 Government Overview <strong>–</strong> North America<br />

For the first time ever, three nations are united<br />

in a quest to host the FIFA World Cup.<br />

Canada, Mexico, and the <strong>United</strong> States are<br />

not just neighbors with shared borders and<br />

values. Strong economic ties, as well as<br />

community and cultural connections, provide<br />

the foundation for the trilateral cooperation<br />

between the governments of Canada, Mexico,<br />

and the <strong>United</strong> States. The security and<br />

economic prosperity of our three nations is<br />

inter-connected. The leaders of our three<br />

countries work together to confront common<br />

threats, facilitate the legal movement of<br />

people and goods across borders, and<br />

deepen our economic integration to make<br />

the North American economy the most<br />

competitive in the world. Our commitment<br />

to a competitive and sustainable North<br />

American economy embeds human rights<br />

and environmental sustainability at its<br />

core, helping to level the playing field<br />

for our businesses and families, while<br />

preserving and protecting the future<br />

for our young people.<br />

Government Overview of Canada<br />

The Constitution Act of 1867, passed by<br />

Britain’s Parliament, established Canada as<br />

a domestically self-governing federation and<br />

defined the federal, provincial, territorial, and<br />

municipal governments that make up the<br />

country today.<br />

As a constitutional monarchy, the reigning<br />

British monarch is recognized as Canada’s<br />

Head of State. The Crown is represented in<br />

Canada by the Governor General, who is<br />

appointed by the Sovereign on the advice<br />

of the Prime Minister, generally for five years.<br />

In each of the ten provinces, the Sovereign is<br />

represented by the Lieutenant Governor, who<br />

is appointed by the Governor General on the<br />

advice of the Prime Minister, also normally<br />

for five years.<br />

The Prime Minister is recognized as the<br />

Head of Government, responsible for its<br />

operation and the development and execution<br />

of policy. The Prime Minister is typically the<br />

leader of the party with the majority of seats<br />

in the House of Commons, Canada’s lower<br />

House of Parliament. The Prime Minister<br />

technically serves at the Sovereign’s pleasure<br />

with no fixed term, however there is a term<br />

limit of four years for a majority government,<br />

after which new parliamentary elections<br />

must be held.<br />
