The <strong>United</strong> <strong>Bid</strong> fully appreciates the<br />

complexity of organizing and securing the<br />

largest FIFA World Cup in history, and is<br />

committed to delivering the necessary<br />

resources to support this critical effort.<br />

Our three countries have long histories of<br />

staging safe, peaceful celebrations of<br />

international sport, including successful FIFA<br />

World Cup, FIFA Women’s World Cup,<br />

and Copa Centenario Competitions. Within<br />

the context of recent world events, the sports<br />

and entertainment industries in North America<br />

have redoubled efforts with security and<br />

safety leaders, and will ensure that the best,<br />

most modern practices will be applied for<br />

a safe and secure environment, while<br />

incorporating respect for human rights.<br />

The football fan culture in all three<br />

countries is one of enthusiastic support for<br />

local clubs and national teams, as well as<br />

one of genuine appreciation and respect for<br />

international visiting teams. There is no<br />

history of fan violence, anti-social behavior<br />

demonstrations, or protests connected to<br />

International (national team) matches<br />

played in our three countries.<br />

All law enforcement agencies and private<br />

security providers are committed to the<br />

protection of all persons and only the legal<br />

and judicious application of force as is<br />

required by the circumstances.<br />

The following overview of our proposed<br />

security efforts was developed based on an<br />

understanding of event safety and security<br />

in each nation and regular communications<br />

among security experts and leaders in the<br />

three Host Countries. Still eight years out from<br />

the tournament, there is a solid foundation<br />

of knowledge and experience on which a<br />

comprehensive <strong>–</strong> and united <strong>–</strong> approach to<br />

security plans for a 2026 FIFA World Cup<br />

in North America will emerge.<br />

14.1 A Unified Command<br />

The <strong>United</strong> <strong>Bid</strong> will execute a Memorandum of<br />

Understanding between the three Host<br />

Country partners, establishing the “<strong>United</strong><br />

World Cup Command” (Command) as the<br />

central planning and management forum for<br />

security matters related to the 2026 FIFA World<br />

Cup. Under the Memo of Understanding,<br />

each nation will commit to a unified command<br />

structure in which the agencies with different<br />

legal, geographic, and functional authorities<br />

and responsibilities will work together<br />

effectively, without impacting individual agency<br />

authority, responsibility, or accountability.<br />

The respective agencies in each nation<br />

will be responsible for delivering a safe event<br />

within its borders. As partners in “the unified<br />

command”, each Host City and each stadium<br />

will employ personnel who are trained and<br />

tested for safety, security, and emergency<br />

response. All Host Cities will be connected<br />

to the Command for real time coordination<br />

of information and intelligence.<br />
