Safety and Security<br />

Stewards and Private Security: All stadium<br />

security will be trained and tested on current<br />

best practices and professional standards, as<br />

well as international human rights standards<br />

and protocols.<br />

Fire and Medical: Local fire and emergency<br />

medical services will also serve in the<br />

Command. All stadiums and other stadiums<br />

will comply with fire safety codes as enforced<br />

by local fire marshals. Dedicated firesuppression<br />

equipment will be staged inside<br />

the secure perimeter for immediate response.<br />

Additional fire-suppression equipment will<br />

also be on standby if needed.<br />

Hazardous materials assessment and<br />

response teams will be pre-deployed for<br />

rapid response to each stadium.<br />

Emergency medical services will be<br />

provided inside stadiums for all participants,<br />

with designated personnel and equipment,<br />

including ambulances dedicated to athletes.<br />

For other event participants, separate<br />

emergency medical personnel and equipment<br />

would be available inside the stadiums, and<br />

a mass casualty plan will be part of training<br />

and exercises.<br />

14.4 Additional Security Matters<br />

Cyber Security: Cyber Security is<br />

considered particularly important for the<br />

2026 FIFA World Cup. The Command will<br />

work with relevant city, state, provincial, and<br />

federal agencies as well as private sector<br />

specialists and FIFA on the development and<br />

implementation of a comprehensive Cyber<br />

Security program. The Cyber Security<br />

program will involve all partners, sponsors,<br />

and providers to the tournament to protect all<br />

tournament sensitive systems and<br />

information.<br />

Integration Execution: Integration of<br />

the security plan will begin during<br />

the initial Operational Phase and continue<br />

through delivery of the Competition. The plan<br />

for the 2026 FIFA World Cup security will<br />

be developed with all relevant agencies as<br />

members, and the plan will be flexible and<br />

scalable to accommodate for changing threats<br />

and risks. They will also be crafted to ensure<br />

respect for human rights, consistent with the<br />

proposed measured in the <strong>United</strong> Human<br />

Rights Strategy Action Plan.<br />

<strong>United</strong> 2026 will work with FIFA to deliver<br />

an integrated plan with clearly defined<br />

responsibilities, best practices, welldeveloped<br />

and rehearsed operations, well<br />

trained and tested personnel, and proven<br />

systems to support seamless execution and<br />

ensure a safe and successful 2026 FIFA<br />

World Cup.<br />

The International Broadcast Center<br />

The International Broadcast Center will be<br />

secured in-line with established requirements<br />

and protocols such as perimeter access<br />

control and security screening. Specific<br />

measures will be employed to ensure that<br />

broadcast equipment and personnel<br />

receive priority protection, from setup<br />

through decommissioning.<br />
