4.14.2 As a minimum, this means:<br />

n For the Operator, the relevant qualifications;<br />

n For the crew, relevant qualifications and any additional training appropriate to their designated duties.<br />

4.14.3 Training needs analysis should be conducted regularly for identifying any training, which may be required in<br />

support <strong>of</strong> the SMS and ensure that such training is provided for all personnel concerned.<br />

4.14.4 Relevant information on the SMS should be distributed to all personnel in a clear, concise manner, which should<br />

include considerations <strong>of</strong> language.<br />

4.14.5 The SMS should also incorporate an effective feedback procedure such that the MASS’s personnel are able to<br />

communicate effectively in the execution <strong>of</strong> their duties related to the SMS.<br />

4.14.6 Prior to the first occasion <strong>of</strong> working on the MASS, each employee should receive appropriate familiarisation<br />

training and proper instruction in onshore and on board procedures. This should include, but is not necessarily<br />

limited to:<br />

n Control <strong>of</strong> areas around a MASS, on the support vessel whether docked alongside or rafted, or whilst at sea;<br />

n Manoeuvring in all modes at sea;<br />

n Operations in restricted and restricted/busy navigational areas;<br />

n Launching and recovery operations;<br />

n Evacuation from all areas <strong>of</strong> the MASS;<br />

n Use and handling <strong>of</strong> emergency equipment/systems.<br />

4.14.7 This training should be recorded in the MASS Operators Training Record Book and signed <strong>of</strong>f as completed by<br />

the appropriate authority or responsible person.<br />

4.15 MAINTENANCE OF THE MASS AND EQUIPMENT<br />

4.15.1 A Maintenance Management System (MMS) is another important integral part <strong>of</strong> the MASS safety management<br />

regime.<br />

4.15.2 Procedures need to be established to ensure that the MASS is maintained to conform with the provisions <strong>of</strong> the<br />

relevant rules and regulations and with any additional requirements which may be established by the Operator.<br />

4.15.3 To ensure conformity to these requirements the Operator should ensure that:<br />

n Inspections are held at appropriate intervals;<br />

n Any non-conformity is reported, with its possible cause, if known;<br />

n Appropriate corrective action is taken; and<br />

n Records <strong>of</strong> these activities are maintained.<br />

4.15.4 The equipment should be checked and tested in accordance with defined schedules produced by the Original<br />

Equipment Manufacturer (OEM) and operator procedures when in use. This is in addition to the tests referred to<br />

in the procedures to ensure safe operation <strong>of</strong> MASS in compliance with the Regulations and Rules <strong>of</strong> the ISM Code.<br />

4.15.5 There should be procedures for a more detailed inspection and maintenance programme <strong>of</strong> the MASS and<br />

equipment, which may be conducted by an outside authority/classification society.<br />
